Abstract :
In recent years, the concept of cultural tourism as one of the most interesting concepts of tourism has attracted the attention of experts and researchers with special analytical frameworks, and on the other hand, after the inefficiency of the one-dimensional model of development in the last fifty years, a multi-faceted view The development of cultural tourism as a revival of national pride has been the focus of governments, nations and international assemblies. Therefore, it seemed necessary to study a desirable and multi-dimensional model as one of the country's priorities in achieving the twenty-year vision of the holy system of the Islamic Republic. The present study was conducted with the aim of providing the ideal model for the development of cultural tourism on the attraction of foreign tourists in the city of Shiraz. The type of research is applied and the research method is descriptive-analytical. The statistical population consists of 26 experts in tourism by snowball method, 384 foreign tourists by simple random method and 384 managers, officials and experts by judgment. Library, interview and field methods were used to collect data. Delphi, AHP, Expert Choice, Metaswat and structural equation modeling were used to analyze the data. To test the hypotheses, t-test and linear regression coefficient were used. Findings showed that 7 economic, political, cultural, management and structural, educational, infrastructural and propaganda indicators are the most important indicators in the development of cultural tourism in Shiraz and three political, cultural and economic indicators are in priority. In the analysis of the final model, cultural development has the most impact from the cultural index, infrastructure and education and the least impact from the economic index, which indicates the weaknesses in this area. From the point of view of tourists, 91.9% of foreign tourists were fully acquainted with the historical and tourist sites of this city. This indicates effective advertising in this area. They have considered the role of historical markets of Shiraz city and historical woven urban spaces with an emphasis on reconstruction and re-creation and effective and efficient management in shaping the future of cultural tourism
