Analysis the Impact of Participatory Management on the Dimensions of Sustainability in the Level of Urban Neighborhoods (Case Study: Zabol City)

Abstract :
Today, conscious participation is the focal point and central element in achieving good urban governance and sustainable development. In this regard, the aim of the current research is to Analysis the impact of participatory management on the dimensions of sustainability in the level of urban neighborhoods in Zabol city. This research is applied in terms of purpose and in terms of the nature and method of research, it is a quantitative and survey method. The data needed for the research was collected by a documentary-questionnaire method. In this research, 2 types of statistical population were used. A) Citizens living in Zabol city as a sample community (134950 people) whose sample size was determined by using Cochran's formula as 383 people. b) Statistical population, specialists who were selected as a statistical sample based on the purposeful sampling of 20 people. SPSS software and models (EDAS and F-AHP) were used for data analysis. The results of the coefficient of variation test showed that in all the mentioned items, the middle and lower ranks have a higher percentage, in fact, the results indicate the poor state of participatory management in Zabol city. In the study of the correlation between the dimensions of sustainability (economic, social, physical and environmental) with participatory management at the local level of Zabol city, the chi-square test values showed that, there is a positive and significant relationship between all dependent variables with collaborative management at the 99% confidence level. Finally, the results of the effectiveness of each of the dimensions of the sustainability of the neighborhoods of Zabol based on the participatory management approach using the EDAS model showed the physical dimension with a weight of 0.98 and the environmental dimension with a weight of 0.011, respectively, they have assigned the highest and lowest rank.

Introduction
Today, conscious participation is the focal point and central element in achieving good urban governance and sustainable development. In this regard, the aim of the current research is to Analysis the impact of participatory management on the dimensions of sustainability in the level of urban neighborhoods in Zabol city. Zabol city, located in the north of Sistan and Baluchestan Province with a population of 134,950, has faced significant strategic and political challenges in recent years due to border closures, droughts, and subsequent rural migration. These factors have contributed to the city's ongoing physical expansion, with its area increasing from 2,084.52 hectares to 2,786.81 hectares over the past decade. This growth is marked by the horizontal expansion of the city as surrounding villages have merged into the main urban fabric, adding several new neighborhoods. Currently, Zabol consists of 6 districts and 26 neighborhoods. These developments have posed numerous challenges for urban management. By building capacity in urban management and enhancing citizen participation in neighborhood affairs, many of these challenges can be addressed. Reducing vulnerabilities and creating a comfortable environment for citizens requires a strong focus on participation in urban programs. The core issue in this research is the perspective of participatory management at the neighborhood level and its impact on the dimensions of sustainability in Zabol. Participation at the local level can play a crucial role in reducing costs. Therefore, leveraging the potential of public participation in urban management can help resolve many issues, especially given the cultural and social background of the people of Sistan, who have a strong tradition of participation.
Neighborhood-based organization in Zabol provides an opportunity to empower residents and strengthen their participation in various dimensions of sustainable development (social, economic, physical, and environmental). Thus, this study aims to examine the effects of participatory management on sustainability dimensions at the neighborhood level in Zabol. The research seeks to answer the following questions: Is there a significant relationship between participatory management at the neighborhood level in Zabol and the dimensions of sustainability (economic, social, physical, and environmental)? Which indicators of development in Zabol have been most influenced by participatory management at the neighborhood level?
Methodology
This research is applied in terms of purpose and quantitative-survey in terms of nature and methodology. The required data were collected using a documentary-questionnaire method. In this study, two types of statistical populations were used: a) Citizens residing in Zabol city as the sample population (134,590 people), with the sample size determined using Cochran's formula as 383 individuals. b) The statistical population of experts, selected through purposive sampling, included 20 individuals (8 university professors and 12 urban managers) as the statistical sample. The research indicators were collected based on the study of theoretical foundations and research background. Some indicators were adjusted to fit the study area and were reflected in two questionnaires: the first questionnaire (participatory management) and the second questionnaire (sustainability: physical, environmental, social, and economic). The respondents to the questionnaires included households residing in Zabol city, university professors, and urban managers. The face validity of the questionnaires was confirmed by experts, and Cronbach's alpha statistic was used to determine the reliability of the questionnaires. The Cronbach's alpha values were as follows: 0.81 for the participatory management questionnaire, 0.78 for the economic development questionnaire, 0.75 for the social questionnaire, 0.74 for the physical questionnaire, and 0.68 for the environmental questionnaire. The Cronbach's alpha results indicate acceptable reliability for the questionnaires. Data analysis was performed using SPSS software and the EDAS and F-AHP models.
Results and discussion

Conclusion
The According to the results and their analysis, the mechanisms governing the neighborhoods of Zabol city are not aligned with the model of achieving local sustainable development in various dimensions, and fundamental changes are required in different aspects of development at the local level.
