Abstract :

Transportation is one of the main pillars of urban life and a prerequisite for sustainable development, as it plays a fundamental role in linking various factors of growth and prosperity through the movement of goods and passengers. The importance of participatory management by relevant institutions in the development of transportation infrastructure, coupled with the lack of comprehensive research in this area, has made conducting a scientific study even more necessary. Therefore, the present research was conducted with the aim of identifying and explaining the factors affecting participatory management in the development of urban transportation infrastructure, specifically in District 5 of Tehran. This study is applied in nature, and its method is descriptive analytical. Data were collected from a statistical population of 203 employees working in the transportation and municipal services sector of the district in 2023, of which 107 individuals were selected as the sample based on the Cochran formula. A questionnaire was used as the data collection tool, and descriptive and inferential statistical tests including correlation, exploratory factor analysis, Friedman test, and multiple regression were employed for analysis using SPSS software. The findings of the factor analysis indicated that five factors attitude toward participation, managerial factors, cultural groundwork, operational factors, and organizational structure play a role in the development of transportation infrastructure. Regression results further revealed that four factors attitude toward participation, managerial, operational, and cultural groundwork had a positive and significant impact, while organizational structure had little effect. Additionally, the reliability of the instrument was confirmed with a Cronbach's alpha of 0.81 for the dependent variable and 0.84 for the independent variables. These results highlight the importance of stakeholder participation, strengthening cultural foundations, and improving operational management in the sustainable development of urban transportation.

 

Extended Abstract

Introduction

 

Transportation as a cornerstone is the axis of development and communication links of various activities and can manage the scouting of sectors and sub-sectors in the country's national economy. Transportation is considered a main issue and need in sustainable development; For this reason, management in transportation is one of the most influential economic and social human issues, and it makes attention to it for the special importance it can be and can be considered as a tool to achieve sustainable development, sustainable transportation is in harmony with politics. construction in the field of physical land planning and transportation planning in search of finding a balance between social and economic environmental qualities It is in the present and the future, and there is no doubt that the development of intra-city transportation brings vitality and strengthens the social and economic life of the city. It is transportation. If we accept that cities are the engines of the economy, then it is the transportation network that keeps these engines working. On the other hand, the inefficiency of the urban transportation system will lead to serious environmental effects such as air pollution and negative social and economic consequences and will cause inefficiency of the city's performance.

 

Methodology

Based on its purpose, this research is applied, and in terms of method, it is descriptive correlation. The statistical population includes all employees working in transportation and municipal services in District 5 of Tehran in 2023, totaling 203 individuals. Using Cochran’s formula, 107 participants were selected as the sample through available non-random sampling. Data were collected through library research and field surveys. In the first part, the Delphi method was applied qualitatively to identify and validate the dimensions of participatory management. In the second part, descriptive and inferential statistics were used for data analysis. Descriptive statistics included mean, variance, standard deviation, frequency distribution, and graphs presented in appropriate tables, while the Kolmogorov-Smirnov test was used to check data normality. Inferential analysis employed exploratory factor analysis, multivariate regression, and Friedman’s test using SPSS 26.To determine the factors and components of participatory management affecting transportation infrastructure development, the literature was first reviewed, and then expert opinions from university professors and cooperative management specialists were collected. Based on these inputs, a researcher-designed questionnaire was developed, containing multiple items across five subscales with a 5-point Likert scale (1 = very low, 5 = very high). The reliability of the questionnaire was tested using Cronbach’s alpha on 30 pilot responses, resulting in a reliability coefficient of 0.88.

 

Results and Discussion

Different organizations in the countries of the world use different methods to solve the problem of human resources, one of the most common and important of them is the collaborative management style and method. According to many reports and existing facts, the success of most large companies is due to the appropriate use of this management style, which leads to the development of the individual capacity of employees and the creation of a spirit of self-confidence, responsibility and commitment in them Exploratory factor analysis was used to examine the first research question. Based on the results of exploratory factor analysis, 5 factors were introduced as the identified factors of participatory management on the development of intra-city transportation infrastructure, and each of these factors has several sub-criteria. In total, these factors have been able to explain 63.04% of the total variance of the variables. (Table No. Table 4) Based on the results of the basic research tables, the first factor under the title of organizational structure: the second factor is the executive factors, the third factor is cultural foundation with special value, the fourth factor is managerial factors with special value, and the fifth factor is the attitude to participation. was laid; It can be said that the attitude towards participation has the highest variance and special value. These results are in line with the findings of the global research of Bahmani (1400), Rostami and Nemati (1400), Moradi et al. (1399), and Naimpour; Shahin and Fard's Law (2018) according to the studied variables, it is somewhat aligned and congruent. In order to investigate the second research question, multiple regression was used. The influencing factors are those whose significance level is less than 0.05. Factors whose significance level is more than 0.05 have no effect at all. Because the significance level of executive factors β = 0.109, attitude to participation β = 0.178, managerial factors β = 0.188 and cultural foundation β = 0.187, the significance level is less than 0.05. were recognized as influential factors. Therefore, these factors have an effect on the dependent variable of the research. According to the results of the research, the organizational structure β = -0.081 is not effective in the development of intra-city transportation infrastructure. It was determined the average amount of cooperative management on the development of intra-city transportation infrastructure In the studied community, it is equal to 2.97, which is an acceptable score compared to the theoretical average of 2.55, but it can be increased. These results converge with the findings of Bahmani's global research (1400), Kord Rostami and Nemati (1400), Ghafari and Farahani (1400), Moradi et al. (2019), Arthur (2019). But with the findings of Naeempour; Shaheen and Fard (139), Monika and Veera (2019) and Kanti and Sharma (2019) are not consistent.

Zhang and Lee (2018) concluded that planners, policy makers and urban researchers should pay close attention to urban management before making decisions and adopting their policies, considering the unfavorable management criteria of urban transportation. Makarova et al. (2017) came to the conclusion that in order to solve the complexity of the urban transportation system and increase the sustainability of urban development, it is necessary to correctly identify possible risks and to design and implement appropriate strategies to solve each one. As a result, it can be seen that identification, assessment of consequences, methods of risk penetration, as well as strategic and sustainable urban development require a comprehensive and effective collaborative management plan.

 

Conclusion

Participatory management system is one of the dynamic management systems that plays an important role in the development of human resources of organizations. Collaborative management system is a system of intellectual and scientific cooperation of employees of an organization with different management levels of that organization. In the participatory management system, all the people of the organization actively try to solve problems and improve the productivity of the organization and cooperate with the management in the form of presenting plans, proposals, and cooperation in decision-making. Co-thinking, participation, asking for opinions and valuing group work will bring together thoughts and abilities and do all things in the best way, and if organizations want to achieve such a result, they must They seek to motivate and attract the participation of their employees, and this is important when they believe that people are not tools and means in the work process, but an effective factor in achieving the organization's goal.

چکیده 

حمل‌ونقل یکی از ارکان اصلی حیات شهری و پیش‌نیاز توسعه پایدار به شمار می‌رود که از طریق جابه‌جایی بار و مسافر، نقش اساسی در پیوند میان عوامل مختلف رشد و شکوفایی ایفا می‌کند. اهمیت مدیریت مشارکتی نهادهای ذی‌ربط در توسعه زیرساخت‌های حمل‌ونقل و کمبود پژوهش‌های جامع در این زمینه، ضرورت انجام مطالعه‌ای علمی را دوچندان ساخته است. ازاین‌رو، پژوهش حاضر با هدف شناسایی و تبیین عوامل مؤثر بر مدیریت مشارکتی در توسعه زیرساخت‌های حمل‌ونقل درون‌شهری، به‌طور خاص در منطقه ۵ تهران انجام گرفت. این تحقیق از نوع کاربردی و روش آن توصیفی ـ تحلیلی است. داده‌ها از جامعه آماری شامل ۲۰۳ نفر از کارکنان حوزه حمل‌ونقل و خدمات شهرداری منطقه در سال ۱۴۰۲ گردآوری شد که بر اساس فرمول کوکران، ۱۰۷ نفر به‌عنوان نمونه انتخاب گردیدند. ابزار گردآوری داده‌ها پرسشنامه بوده و برای تجزیه‌وتحلیل از آزمون‌های آماری توصیفی و استنباطی شامل همبستگی، تحلیل عاملی اکتشافی، آزمون فریدمن و رگرسیون چندمتغیره با استفاده از نرم‌افزار SPSS بهره گرفته شد. یافته‌های تحلیل عاملی نشان داد پنج عامل نگرش به مشارکت، عوامل مدیریتی، بسترسازی فرهنگی، عوامل اجرایی و ساختار سازمانی در توسعه زیرساخت‌های حمل‌ونقل نقش دارند. نتایج رگرسیون نیز آشکار ساخت که چهار عامل نگرش به مشارکت، مدیریتی، اجرایی و بسترسازی فرهنگی تأثیر مثبت و معناداری داشته، اما ساختار سازمانی تأثیر چندانی نداشته است. همچنین، پایایی ابزار با آلفای کرونباخ 81/0 برای متغیر وابسته و 84/0 برای متغیرهای مستقل تأیید گردید. این نتایج اهمیت توجه به مشارکت ذی‌نفعان، تقویت بسترهای فرهنگی و بهبود مدیریت اجرایی را در توسعه پایدار حمل‌ونقل شهری برجسته می‌سازد.

مقدّمه 

موضوع حمل و نقل یکی از مهم ترین چالش‌های پیش روی شهرهای بزرگ است که جزء لاینفک زندگی بشر و یکی از ارکان توسعه پایدار و ضرورتی اجتناب ناپذیر در هر جامعه انسانی است.. که علاوه بر دسترسی شهروندان به کاربری‌ها و موقعیت‌های مختلف ، موجب پویایی توسعه اقتصادی و اجتماعی شهرها خواهد شد و امروزه نگاه جامع به حمل و نقل یکی از مهم ترین دغدغه‌های مدیران اجرایی است (Ahmadinejad,2019 ) . برخورداری از حمل و نقل سریع و ایمن در کنار مدیریت پویا و فعال در شبکه راه‌های درون شهری یکی از پیش نیازهای رشد اقتصادی پایدار هر کشور قلمداد میگردد و ضعف در آن موجب ایجاد مشکلات در ارکان مدیریت ، تکرار سرمایه گذاری ، اتلاف وقت مردم ، ترافیک ناموزون، اختلال در حمل و نقل و آلودگی محیط زیست خواهد شد (Rus & Rumero,2019). یکی از عوامل موثر بر حمل و نقل مدیریت مشارکتی است. واژه مشارکت به معنی به کار گرفتن منابع شخصی به منظور سهیم شدن در یک اقدام جهت مشارکت عملی جمعی، آگاهانه و داوطلبانه است که در بردارنده دخالت شهروندان در امور عمومی می‌باشد و از حیث لغوی به معنای درگیر شدن و تجمع برای منظور خاص است و در مجموع می‌توان جوهره اصلی آن را ،درگیری فعالیت و تأثیر پذیری دانست با پذیرش این جوهره ،برخی از صاحب نظران مدیریت‌ها ، مشارکت را درگیری ذهنی و عاطفی اشخاص در موقعیت‌های گروهی است که آنان را بر می‌انگیزد تا برای دستیابی به هدفهای گروهی یاری دهند و در مسوولیت کار شریک شوند (meshkini et al ,2023 ) مدیریت مشارکتی در نیمه دوم قرن بیستم یعنی پس از نیم قرن از شکل‌گیری اولین نظریه‌های کلاسیک به موضوعی کلیدی بدل شد. و تضادهایی که فلسفه کلاسیک باروح و روان انسان داشت موجب گشت که توجه به سمت روابط انسانی معطوف گردد. و صاب نظران سعی کردند بین شرایط کاری و بهره‌وری رابطه‌ای پیدا کنند. این مطالعات بر حسب تصادف اهمیت مدیریت مشارکتی را کشف کرد و رفته رفته با تاکید بر جنبه‌های اجتماعی گروه‌های کار، مکتب جدیدی با نام "روابط انسانی " پایه‌گذاری شد که سعی داشت تا مشارکت واقعی را مورد تشویق قرار دهد (Zarandi et al ,2018). مشارکت در محل کار به خودی خود هدف نیست، سازمان‌ها نیز در پی آن هستند زیرا به آنها کمک می‌کند تا بادوام باشند و موفق شوند. در دنیایی که در آن، تنها عامل همیشگی تغییر است، پیوندهای بین افراد و فعالیت متقابل تبدیل به یک نقطه عمده قابل ارجاع می‌شود. مشارکت شکلی از اداره کردن است که این نقطه قابل ارجاع را فراهم می‌سازد و نتیجه بخش نیز هست. در عمل هر ماجرایی با عملکرد بهتر، ماجرایی است که مشارکت در آن نقش دارد، بطوری که در دهه ١٩٩٠، هر سازمانی که داستان موفقیتی را نقل می‌کند، سخن از مشارکت در عمل دارد(Mousavi Mirklai et al,2023 ). از این رو مشارکت به عنوان یکی از عوامل کلیدی در ارتقای کارایی سازمان معرفی شده است (Watt,2018). و مطالعات متعدد نشان می‌دهد که مشارکت مزایایی ازقبیل: ارتقای کیفیت محصولات و خدمات سازمان، احساس رضایت مردم و کارکنان، افزایش کارایی و عملکرد مالی و همچنین کاهش استرس در محیط کار (Bosak et al,2017). افزایش احساس تعلق و مالکیت فرد نسبت به کار و سازمان، افزایش همکاری با مدیریت (Jahanian,2019)، تسهیل در ارائه و اجرای برنامه‌های تغییر برای هماهنگی با تغییرات محیطی و بهبود فرایند تصمیم‌گیری به دنبال خواهد داشت. فرایند مشارکت کارکنان باید به نحوی انجام پذیرد که نه تنها وقت سازمان، بلکه وقت و انرژی کارکنان نیز هدر نرود (Groen,2017). در بسیاری از سازمان‌ها، کارکنان از روی اختیار، عملکردی بسیار قابل دفاع از خود ارائه نموده و درقبال مسئولیت‌های خود متعهد می‌باشند (Lopes,2017). لذا رعایت عدالت و وجود روابط متقابل سازنده در سازمان می‌تواند به ایجاد شفافیت در محیط کار و نهایتاً تقویت مشارکت در سازمان منتج شود. براساس آخرین پژوهش انجام شده درخصوص علل بروز ناترازی‌های اداری در سازمان‌های دولتی ، بعد از استخراج و تبیین عوامل درون و برون سازمانی مشخص گردید که ضعف مشارکت در تصمیم‌گیری به عنوان مؤثرترین عامل درون سازمانی بروز این معضل سازمانی معرفی شد (Zarandi et al ,2018). تحقیقات نشان می‌دهد مشارکت، اتخاذ تصمیمات بهتر و تأثیر مثبت بر کارایی سازمان و همچنین تعهد افراد مشارکت کننده را به دنبال دارد (Saks,2019)

به توسعه زیرساخت‌ها، یکی از الزامات مهم رشد اقتصادی و افزایش رفاه عمومی به شمار می‌رود. در این میان، زیرساخت‌های حمل ونقل، و به ویژه، شبکه حمل ونقل درون شهری ، از اهمیت ویژه‌ای برخوردار است، زیربناهای حمل ونقل، علاوه بر بهبود شاخص‌های اقتصادی و اجتماعی در خود این بخش، نقش مؤثری در رونق دیگر بخش‌های اقتصاد دارد، به علاوه، بسترهای مناسب حمل ونقل و ترابری، ضمن ایجاد امکان بهر ه‌مندی از قابلیت‌های ترانزیت و حمل ونقل بین المللی، فر صت‌های ارزنده‌ای جهت اعمال نقش فعال در معادلات داخلی فراهم می‌کند. همچنین نقش مؤثر زیرساخت‌های مناسب حمل ونقل در تقویت پدافند غیرعامل و مدیریت بحران‌های مختلف، قابل توجه است (Turkan & Shahbazi,2010).

به نظر می‌رسد اقدامات عملی و جدی جهت ایجاد تحول اساسی در توسعه زیر ساخت‌های حمل و نقل درون شهری کلان شهر تهران امری واجب و لازم باشد، اما آیا می‌توان برای بهبود زیر ساخت‌های حمل و نقل درون شهری و درنتیجه بازده آن، کاری انجام داد یا خیر؟ پاسخ این سؤال مثبت است و اندیشمندان در توضیح این مسئله به برخی اقدامات اساسی ازجمله مدیریت مشارکت اشاره دارند. به طورکلی می‌توان گفت بی تفاوتی و عدم مشارکت در برخورد با مشکلات، یکی از چالش‌هایی است که سازمانهای اداری با آن روبه رو هستند. به نظربه رسد که برای گذر از مدیریت سنتی و حفظ بقای سازمان، مدیران تصمیم ساز باید در سازمان و روش‌های مدیریتی خود تغییرات اساسی ایجاد نمایند.و برای اقداماتی که درجهت اصلاح و بهبود ساختار سازمان‌ها صورت می‌پذیرد، افزایش مشارکت کارکنان ضرورت داشته و شناسایی عوامل مؤثر بر بروز مدیریت مشارکتی در سازمان، درراستای تحقق سازمان‌های کارا، بهره‌ورو شفاف مؤثر خواهد بود که همه این موارد، جمعاً سبب ارتقا و اصلاح سازمان‌ها می‌شوند در همین راستا منطقه 5 تهران با جمعیت793750 نفر به عنوان محدوده مطالعه مورد انتخاب گردید. از آنجایی که منطقه پنج به دلیل قرار گرفتن در کوهپایه دارای آب و هوای سرد و کوهستانی است دارای پتانسیل‌های بالایی در تمام زمینه‌ها از جمله گردشگری است و به عنوان یک منطقه مورد توجه به حساب می‌آید، از طرفی مهاجرت از سایر شهرستان‌ها سبب گسترش منطقه )توسعه فیزیکی( و ایجاد محلات حاشیه‌ای شده است.که این مسائل توسعه زیر ساخت‌های حمل و نقل درون شهری را به چالش کشیده است. این موضوع خود، مسائل متعددی را به وجود آورده است. طبیعتاً تعاملات قوی اجتماعی گذشته و حس همبستگی آن زمان به هیچ وجه نمی‌تواند ضمانت اجرایی برای زمان‌های آتی باشد؛ مشارکت اهالی محله‌های منطقه در امور مرتبط نوعی توانمندسازی آنها در قالب یک مهارت به منظور برعهده گرفتن مسئولیت بیشتر است.این امر به پذیرش و حمایت از ساخت‌های حمل و نقل درون شهری و پروژه‌های شهری و موفقیت مسئولین و مجموعه مدیریت شهری می‌انجامد. بنابراین هدف این تحقیق، تعیین عوامل موثر بر مدیریت مشارکتی در توسعه زیر ساخت‌های حمل و نقل درون شهری (مطالعه موردی منطقه 5 تهران) می‌باشد. بطوری که این پژوهش سؤالات زیر را دنبال می‌کند:

1-چه عواملی بر مدیریت مشارکتی در توسعه زیر ساخت‌های حمل و نقل درون شهری موثر هستند؟ 

2- آیا عامل‌های شناسایی شده بر مدیریت مشارکتی در توسعه زیر ساخت‌های حمل و نقل درون شهری موثر هستند؟

3- رتبه بندی عوامل موثر بر مدیریت مشارکتی در توسعه زیر ساخت‌های حمل و نقل درون شهری چگونه می‌باشد؟

 

پیشینه و مبانی نظری تحقیق

بخش حمل‌ونقل به‌عنوان سنگ بنا، محور توسعه و حلقه ارتباطی فعالیت‌های مختلف است و می‌تواند پیشاهنگی بخش‌ها و زیربخش‌ها را در اقتصاد ملی کشورها عهده‌دار شود. (Mohammadpour et al,2019). حمل‌ونقل یک موضوع اصلی و ضروری در توسعه پایدارمحسوب می‌گردد؛ به همین دلیل، مدیریت در حمل و نقل از موضوعات اثرگذار اقتصادی، اجتماعی بشری است و سبب شده، توجه به آن از اهمیت ویژه‌ای برخوردار باشد و میتواند به عنوان ابزاری برای دستیابی به توسعه پایدار تلقی شود رویکرد حمل و نقل پایدار با هماهنگ کردن سیاست گذاری در زمینه برنامه ریزی فیزیکی اراضی و برنامه ریزی حمل و نقل در جست و جوی یافتن توازنی میان کیفیت‌های محیطی اجتماعی و اقتصادی در زمان حال و آتی است و شکی نیست که توسعه حمل و نقل درون شهری موجب سرزندگی و تقویت حیات اجتماعی اقتصادی شهر می.شود(Ali Mohammadi et al, 2021). از مهمترین چالش‌های پیش‌روی شهر‌ها، موضوع حمل و نقل می‌باشد. اگر بپذیریم شهرها موتور اقتصاد هستند، آنگاه شبکه حمل و نقل است که این موتورها را کارآمد نگه می‌دارد. در مقابل نا کارآمدی سیستم حمل و نقل شهری عوارض جدی محیطی همانند آلودگی هوا و پیامدهای منفی اجتماعی و اقتصادی را به دنبال خواهد داشت و باعث نا کارآمدی عملکرد شهر می‌گردد (Hutchison,2017). از نظر تاریخی، به موازات رشد و توسعه اقتصادی، نیاز به حمل و نقل نیز افرایش می‌یابد و به تبع آن، با گسترش فعالیت‌های حمل و نقلی، عوارضی همانند افزایش مصرف انرژی و آلودگی‌های محیطی شدت می‌گیرند (Banister& Givoni,2018)روند سال‌های اخیر فعالیت‌های حمل و نقلی ، حاکی از افزایش سطح وابستگی به حمل و نقل و تغییر در سبک زندگی اجتماعی است که به دنبال خود، افزایش حساسیت نسبت به اثرات زیست محیطی و همچنین بازتاب‌های آن در حوزه سلامت را به همراه داشته است(Hine, 2018). تحولات بنیادی و تغییرات سریع در ساختار نظام‌های سیاسی، اجتماعی و اقتصادی کشورهای مختلف جهان و لزوم بهره‌مندی هرچه بیشتر از منابع مادی و معنوی موجود ازیک سو و ضرورت هماهنگی با پیشرفتهای روزافزون علم و فن ازسوی دیگر، شرایطی را پدید آورده که تحقق مشارکت در سطوح مختلف سازمان به عنوان یکی از راهبردهای مدیریت نوین مورد توجه قرار گیرد. نقد و بررسی نظام‌های مدیریتی سنتی سبب شد راهبردهای عملکردی سازمان‌ها به سمت انجام کارهای گروهی گرایش یابند (Groen,2017). در خصوص موضوع پژوهش و حملو نقل شهری مطالعات گوناگونی نیز صورت گرفته است که خلاصه‌ای از آنها عبارتند از :محمدی و همکارانش (1401) تحقیقی با عنوان « بررسی بعد مدیریتی تاب آوری شبکه حمل و نقل درون شهری با رویکرد توسعه پایدار زیست محیطی در منطقه یک شهر تهران» انجام دادند. نتایج نشان داد، وضعیت معیار ظرفیت سازمانی، مدیریت سیستمی، کاهش مخاطرات، بهره‌گیری از زیرساخت‌ها، استفادۀ از فناوری اطلاعات در مدیریت تاب آوری حمل و نقل درون شهری در سطح مطلوبی نمی‌باشد. همچنین آشناور و همکارانش(1400) نشان داد که رابطه مدیریت مشارکتی و توسعه و عمران شهری رابطه مستقیم بوده که می‌تواند باعث بهبود توسعه و عمران شهری گردد.کرد رستمی و نعمتی (1400) با استفاده از نتایج مطالعات گذشته شش عامل پیش برنده نظام مدیریت مشارکتی شناسایی شد (حمایت مدیران رده بالا، رضایتمندی شغلی کارکنان، اعتقاد مدیران، بسترسازی فرهنگی، ایجاد باور در میان کارکنان و ساختار سازمانی غیرمتمرکز) را به عنوان عوامل پیش برنده استقرار نظام مدیریت مشارکتی معرفی می‌کند. خیاطی مقدم و همکارانش (1399) پس از تجزیه و تحلیل داده‌های تحقیق نتایج نشان دادند که عوامل اجرایی، کارکنان، مدیریتی، ساختار سازمانی و فرهنگی و انتظارات به ترتیب در رتبه‌های اول تا چهارم عوامل تأثیرگذار بر مشارکت کارکنان در نظام پیشنهادات می‌باشند. کانتی و شرما (2021) در مقاله‌ای با عنوان "تأکید بر آماده‌سازی اساسی سازمان‌ها برای پیاده‌سازی مدیریت مشارکتی"، به برخی از نیازهای اساسی که قبل از اجرای مدیریت مشارکتی در سازمان باید اعمال شود اشارنموده است. در این مقاله ب بیان شده که مدیریت مشارکتی در حال تبدیل شدن به یک شایستگی مهم برای سازمان است و بر عملکرد سازمانی، توسعه سازمانی، افزایش بهره وری و رضایت شغلی منتهی می‌شود. وتاکید داشته که با با آموزش و پشتکار میتوان مدیریت مشارکتی را در میان مدیریت و کارکنان توسعه داد.آرتور (2019) در پژوهشی با عنوان فرهنگ و مدیریت مشارکتی در میان مدیران 14 کشور دنیا به مطالعه پرداخت و به توصیف متغیرهای تحقیق در میان آنها اقدام نمود. در میان آنها دو سطح فرهنگی استبدادی و دموکراتیک مورد بررسی قرار گرفت. نتایج نشان داد بین کشورها در این سطوح فرهنگی تفاوت وجود دارد و مشاهده شد به طور سیستماتیک در هر دو سطح به میزان متفاوت ولی نامحسوس رفتار مشارکتی وجود دارد و در سطوح فرهنگی متفاوت میزان توجه به مدیریت مشارکتی نیز متفاوت است ولی در سطح فرهنگی دمکراتیک میزان بهره‌گیری از مدیریت مشارکتی بیشتر است. مونیکا و ویرا (2019)نیز نشان دادند که اجرای مدیریت مشارکتی در سازمان موجب سطح بالایی از رضایت شغلی را به همراه دارد و موجب رشد ابتکارات و خلاقیت کارکنان می‌شود. و توانمندسازی کارکنان از جمله تکنیک‌ها و اجزای برنامه‌های توسعه مدیریت مشارکتی مطرح است. (Ali Mohammadi et al, 2021) معتقد هستند که مدیران شهری به دنبال سیستم‌های جایگزین برای کاهش استفاده از خودرو شخصی و تردد آسان و سریع در داخل شهرها می‌باشد. در همین راستا استفاده از مدیریت مشارکتی در حمل و درون شهری به عنوان یکی از راهکارها در جهت کاهش حجم استفاده از حجم زیاد خودرو می‌باشد. در نتیجه نحوه مطلوب خدمات رسانی و کارکرد در این بخش می‌تواند رضایت مندی شهروندان را در پی داشته باشد و موجب کاهش حجم خودرو شخصی در راه‌های درون شهری گردد. نعیم پور و همکاران( 1398) در پژوهشی با عنوان «شناسایی و تاثیر عوامل موفقیت در اجرای مدیریت مشارکتی در در شرکتهای دولتی استان بوشهر » انجام دادند نتایج این تحقیق ضمن بررسی انجام شده روی عوامل موفقیت نظام مدیریت مشارکتی حاکی از این است که تمام هفت فرضیه که جزء عوامل موفقیت نظام مدیریت مدیریت مشارکتی است از طریق آزمون همبستگی پیرسون، سطح معنی داری می‌باشد. بررسی ادبیات مدیریت مشارکتی در توسعه زیر ساخت‌های حمل و نقل درون شهری و پژوهش‌های انجام شده در این زمینه نشان می‌دهد که با وجود ادبیات گسترده درباره موضوع مورد مطالعه برای بیش از یک دهه، هنوز هم سازمان‌هایی که می‌خواهند مدیریت مشارکتی در توسعه زیر ساخت‌های حمل و نقل را پیاده‌سازی کنند درک واضحی از نحوه تدوین و اجرای این برنامه ندارند از این رو در این پژوهش به دنبال تعیین اقداماتی هستیم که برای تدوین مدیریت مشارکتی در توسعه زیر ساخت‌های حمل و نقل درون در دستیابی به اهداف سازمانی معتبر هستند. ویژگی خاص این پژوهش توجه به مدیریت مشارکتی در توسعه زیر ساخت‌های حمل و نقل درون شهری با توجه به ابعاد بسیار گسترده مدیریت مشارکتی، به عنوان بزرگترین بحث در جهان است.

 

مواد و روش تحقیق

نوع پژوهش کاربردی با ماهیت توصیفی تحلیل می‌باشد. جامعه آماری این تحقیق شامل کلیه کارکنان حوزه حمل و نقل و ارائه خدمات در شهرداری‌منطقه 5 تهران در سال1402 می‌باشد. طبق آمار دریافتی تعداد 203 کارشناس در حوزه‌های مختلف مشغول به کار هستند. نمونه آماری بر اساس فرمول کوکران برابر 107 تعیین گردید وروش نمونه‌گیری غیر تصادفی در دسترس بوده است. برای دستیابی به عوامل و مؤلفه‌های مدیریت مشارکتی مؤثر بر توسعه زیر ساخت‌های حمل و نقل، نخست پیشینه پژوهش را با روش کتابخانه‌ای مطالعه و بررسی نموده و سپس دیدگاه‌های صاحب نظران، اساتید دانشگاه و کارشناسان متخصص در زمینه مدیریت مشارکتی ، باروش میدانی گردآوری شد. پس از جمع آوری نظر اولیه کارشناسان، پرسش نامۀ عوامل و مؤلفه‌های مدیریت مشارکتی مؤثر بر توسعه زیر ساخت‌های حمل و نقل طراحی شد. استفاده شد. پرسشنامه مذکور که از نوع پرسشنامه محقق ساخته بوده دارای سوالات متعدد در 5 خرده مقیاس با مقیاس پاسخگویی 5 گزینه‌ای لیکرت (خیلی کم با امتیاز 1، کم با امتیاز 2، متوسط با امتیاز 3، زیاد با امتیاز 4 و خیلی زیاد با امتیاز 5) طراحی شد. پایایی پرسشنامه عوامل و مؤلفه‌های مدیریت مشارکتی موثر بر توسعه زیر ساخت‌های حمل و نقل در این پژوهش از طریق آلفای کرونباخ به دست آمد، به طوری که قبل ار اجرای پرسشنامه، تعداد ۳۰ عدد پرسشنامه به صورت تصادفی بین نمونه منتخبی از جامعه آماری مورد بررسی قرار گرفت و پایایی آن معادل 88/0 به دست آمد.

برای اندازه گیری توسعه زیر ساخت‌های حمل و نقل از پرسشنامه محقق ساخته استفاده شد. پرسشنامه مذکور دارای 16 سوال در مقیاس پاسخگویی 5 گزینه‌ای لیکرت (خیلی کم با امتیاز 1، کم با امتیاز 2، متوسط با امتیاز 3، زیاد با امتیاز 4 و خیلی زیاد با امتیاز پنج طراحی شد. 

با جمع آوری داده‌های پرسشنامه جهت آزمون روایی سؤالات از اعتبار محتوا و اعتبار سازه استفاده شده است. بدین منظور ابتدا مطالعات زیادی از طریق مطالعه کتاب‌ها، مقالات، پایان نامه‌ها و تحقیقات مرتبط صورت گرفته، سپس بر اساس آن سؤالاتی برای هر فرضیه طراحی، در نهایت برای سنجش اعتبار محتوای پرسشنامه از نظرات متخصصان، اساتید دانشگاهی و کارشناسان خبره حوزه مدیریت استفاده شد. در این مرحله با کسب نظرات افراد یاد شده، اصلاحات لازم به عمل آمد و بدین ترتیب اطمینان حاصل گردید که پرسشنامه همان پارامترهای مورد انتنظار محقق را می‌سنجد. برای سنجش این موضوع که پرسشنامه مورد مطالعه تا چه اندازه سازه یا صفت مورد نظر را به خوبی نمایان می‌سازد یا به آن بستگی دارد از تحلیل (تحلیل عاملی اکتشافی) استفاده شد بعد از رعایت پیش فرض‌ها از جمله شاخص کفایت نمونه برداری و معنی داری نتیجه آزمون کرویت بارتلت، داده‌ها با چرخش متعامد یا روش وریماکس تحلیل شده‌اند.و در ادامه به منظور بررسی نرمال بودن توزیع داده‌ها از آزمون اسمیرنف-کولموگروف استفاده گردید. 

پس از مرور ادبیات و شناسایی مولفه‌های موثر بر مدیریت مشارکتی در توسعه زیر ساخت‌های حمل و نقل درون شهری در منطقه 5 تهران پرسشنامه بین کارکنان حوزه حمل و نقل منطقه مورد مطالعه توزیع و مؤلفه‌های مدیریت مشارکتی شناسایی و اعتبار سنجی شد. در قسمت اول پژوهش بصورت کیفی و با استفاده از روش دلفی ابعاد مؤلفه‌های مدیریت مشارکتی شناسایی و اعتبار سنجی شد. در قسمت دوم برای تجزیه و تحلیل داده‌ها در این پژوهش از آمار توصیفی و استنباطی استفاده شد در بخش توصیفی داده‌های جمع‌آوری شده از طریق سؤالات با استفاده از شاخص‌های آمار توصیفی از قبیل میانگین، واریانس، انحراف معیار، توزیع فراوانی، نمودار استفاده شد و با استفاده از جدول مناسب ارایۀ شد. برای آزمون نرمال بودن داده‌ها از آزمون کولموکروف- اسمیرنف استفاده شد. در بخش استنباطی این پژوهش برای آزمون سوالات‌ها از تحلیل عاملی اکتشافی و تحلیل رگرسیون چند متغیری و آزمون فریدمن استفاده شده و نرم افزار مورد استفاده نیز spss بوده است.

به دلیل اینکه مقادیر آماره Z اسمیرنف-کولموگروف برای متغیرهای تحقیق بیشتر از 05/. صدم است. بنابراین می‌توان نتیجه گرفت که توزیع داده‌ها بصورت نرمال می‌باشد. 

 

محدوده مورد مطالعه

قلمرو مکانی این پژوهش منطقة 5 شهرداری تهران و در شمال غرب تهران قرار دارد و دارای 5 منطقه است. این منطقه از جنوب به جادة مخصوص کرج، از شمال به دامنة کوههای البرز، از غرب به رودخانة کن و منطقة 22 و از شرق به بزرگراه محمدعلی جناح و اشرفی اصفهانی محدود میشود. منطقة پنج که به پهنة توسعة شهر تهران معروف است، پس از انقلاب اسلامی به دلایل مختلف، از جمله سرریز جمعیت تهران از مناطق مرکزی و جنوبی و سیل مهاجران به تهران، با افزایش جمعیت و توسعه روبه رو شد. رشد سریع جمعیت این منطقه در سالهای پس از پیروزی انقالب نشان دهندة میل مردم به سکونت در این منطقة جوان بوده است. منطقة 5 به منزلة سومین منطقة بزرگ شهرداری تهران، با مساحت تقریبی 54/280 کیلومتر مربع و جمعیتی بالغ بر 856565 نفر در شمال غربی تهران واقع شده است و طی سالهای اخیر، با ایجاد بستری مناسب توانسته است پاسخگوی نیازهای متفاوت اشخاص در حوزة مسکن و آپارتمان باشد و از لحاظ شاخص‌های مختلف توسعه یافتگی همچون تراکم جمعیت، عوامل زیست محیطی، فضای سبز، میانگین سن بنا، نوع ساختمانها، سرانة کاربری در بخش آموزش و پرورش، دسترسی مناسب به زیرساخت‌های شهری، تعداد کتابخانه‌های عمومی و فرهنگ سراها، و حتی درصد افراد دارای تحصیلات عالی در این منطقه از تهران دارای سطح مطلوبی ودارای نمرة قابل قبول است. (زالی و همکاران 1402) نقشة 1 موقعیت قرارگیری منطقة 5 در کلانشهر تهران را نشان می‌دهد.

تمامی این آمارها نشان از گستردگی مسائل و مشکلات کلانشهر تهران در بخش حمل و نقل درون شهری دارد که نیازمند ابزار و راهکارهای کارآمد برای کاهش مشکلات و بهبود وضعیت آن است Mohammadpour et al,2019)). در طی دهه‌های اخیر و خصوصا سالهای گذشته سرمایه گذاری‌های گسترده‌ای برای بهبود حمل و نقل و وضعیت ترافیک شهر تهران انجام شده است اما متاسفانه علیرغم تلاش مسئولان، سرمایه گذاری‌ها و فعالیت‌های انجام شده روز به روز وضعیت ترافیکی و اوضاع حمل و نقل از مسیر پایداری فاصله می‌گیرد به عنوان نمونه تهران درجدیدترین رتبه بندی شهرهای جهان بر اساس «شاخص ترافیک در سال ۲۰۲۲ در میان ۲۴۶ شهر ،جهان رتبه ۲۳۲ را به خود اختصاص داد و دریک تحلیل و بررسی بین المللی درباره «کارآمدی شبکه حمل ونقل شهری» نشان داده شده که متوسط زمان یک سفر روزانه به محل کار یا تحصیل در تهران از ۵۳ دقیقه گذشته اما در شهرهای موفق حوزه حمل و نقل و ترافیک زمان سپری شده متوسط زمان حدود ۱۵ الی ۲۰ دقیقه است (Miao et al , 2019). 

 

بحث و ارائه یافته‌ها

معمولاً در تحقیقات اجتماعی و اقتصادی به دلیل ماهیت کار و مقیاس متغیرهای مورد سنجش، با حجم زیادی از متغیرها (گویه‌ها) روبرو هستیم . محقق برای تحلیل بهتر و دقیق‌تر داده‌ها و دستیابی به نتایجی علمی و عملیاتی تر تلاش می‌کند علاوه بر کاهش حجم داده‌ها، ساختار جدیدی را نیز برای داده‌های خود تشکیل دهد و به تحلیل داده‌ها و نتایج بپردازد. روش آماری که برای دستیابی به این هدف در نظر گرفته شده، روش تحلیل عاملی می‌باشد.

هدف اصلی تحلیل عاملی، مطالعه نظم و ساختار موجود در داده‌های چندمتغیره است . تحلیل عاملی بر دو آزمون مبتنی است که هر دو نشان می‌دهند که آیا داده‌های مورد نظر برای تحلیل عاملی مناسب هستند یا خیر؟ به عبارت دیگر، در انجام تحلیل عاملی ابتدا باید درباره این موضوع اطمینان حاصل کرد که آیا می‌توان داده‌های موجود را به چند عامل پنهانی تقلیل داد یا خیر؟ برای درک این مسئله، دو آزمون KMO و بارتلت در روش تحلیل عاملی وجود دارد براساس این دو آزمون داده‌ها زمانی برای تحلیل عاملی مناسب هستند که شاخص KMO بیشتر از 6/0 و نزدیک به یک وسطح معناداری (sig) آزمون بارتلت کمتر از05/0 باشد .میزان KMO 912/0 بود که بیانگر مناسب بودن داده‌ها و متغیرهای مورد نظر به منظور انجام تحلیل عاملی یا به عبارت روشن تر، تقلیل داده‌ها به یک سری عوامل بنیادی و پنهانی است. 

مقدار آزمون کرویت بارتلت546/ 0754 نیز با میزان خطای کمتر از 01/0 معنی دار است که نشان می‌دهد ماتریس همبستگی عامل‌ها با گویه‌ها و متغیرها، یک ماتریس واحد نیست .بدین معنا که از یک طرف، همبستگی درون گویه‌ای مناسب است و از طرف دیگر نیز، همبستگی

هر عامل با مجموعه گویه‌ها و با همبستگی عوامل دیگر با مجموعه گویه‌های دیگر تفاوت دارد. در مجموع، با توجه به این نتیجه، کشف ساختاری جدید از فایل داده‌ها و متغیرهای پژوهش ممکن است.

1-چه عواملی بر مدیریت مشارکتی در توسعه زیر ساخت‌های حمل و نقل درون شهری موثر هستند؟ 

برای پاسخ به سوال فوق از تحلیل عاملی اکتشافی استفاده شد. قبل از پاسخ به سوال اول پژوهش باید از کفایت نمونه برداری اطمینان حاصل نمود. به این منظور، از آزمون KMO استفاد شد که نتایج این آزمون و آزمون بارتلت در جدول3 آورده شده است:

باتوجه به جدول 3 عدد KMO و عدد معنی‌داری آزمون بارتلت ( sig< 0.05) در حد مناسبی هستند؛ بنابراین می‌توان گفت که داده‌ها برای اجرای تحلیل عاملی مناسب است. لازم به توضیح است که آزمون KMOحکایت از کفایت نمونه دارد، و آزمون بارتلت هم می‌گوید که ماتریس داده‌ها از نوع همانی یا واحد نیست و معنی دار است.

مرحله بعدی در تحلیل اکتشافی شناخت سهم هریک از عوامل در تبیین مجموعه واریانس است. جدول 4 به شناخت اینکه هر عاملی توانسته چند درصد از واریانس‌های مجموعه را تبیین کند، اختصاص یافته است.

مطابق با جدول 4 براساس ملاک کیزر، تعداد 5 عامل که دارای مقادیر ویژه بزرگتر از یک هستند استخراج شده که دارای بیشترین سهم بین کل متغیرها هستند و درمجموع این عوامل توانسته‌اند 04/63 درصد از مجموع واریانس متغیرها را تبیین کنند. 

مرحله سوم در آزمون تحلیل عاملی اکتشافی شناخت ماتریس همبستگی بین گویه‌ها وعامل‌ها و دسته بندی هر گویه در عامل جدول 5 تحت عنوان ماتریس همبستگی بین متغیرها 1 و عامل‌ها را بعد از چرخش نشان می‌دهد که در آن مقدار همبستگی بین منفی 1 تا مثبت 1 نوسان دارد.

براساس نتایج حاصله در جدول 8 و باتوجه بهsigبه دست آمده در جدول 7 از بین عوامل شناسایی شده عامل سوم یعنی ساختار سازمانی بر مدیریت مشارکتی توسعه زیر ساخت‌های حمل و نقل شهری تأثیر دارد، ولی سایر عوامل شناسایی مدیریت مشارکتی (عوامل اجرایی عوامل مدیریتی، نگرش به مشارکت و بسترسازی فرهنگی) بر توسعه زیر ساخت‌های حمل و نقل شهری تاثیر مثبتی دارند.

3- رتبه بندی عوامل موثر بر مدیریت مشارکتی در توسعه زیر ساخت‌های حمل و نقل درون شهری چگونه می‌باشد؟

در پاسخ به سوم پژوهش، از آزمون ناپارامتری فریدمن، استفاده شد و اینکه آیا عوامل موثر بر مدیریت مشارکتی در توسعه زیر ساخت‌های حمل و نقل درون شهری دارای رتبه‌بندی بر اساس اهمیت می‌باشد؟

آزمون سوال فوق نشان داد که از حیث آماری ، با اطمینان 95/0 و خطای کمتر از 05/0 تفاوت معنی‌داری بین دیدگاه پاسخگویان درباره میانگین میانگین عوامل شناسایی شده مدیریت مشارکتی بر توسعه زیر ساخت‌های حمل و نقل درون شهری از دیدگاه پاسخگویان متفاوت وجود دارد. و جدول زیر مؤید این یافته است:

بنابراین مقایسه میانگین رتبه مدیریت مشارکتی موثر بر توسعه زیر ساخت‌های حمل و نقل درون شهری، نشان می‌دهد که نگرش به مشارکت (55/4)، عوامل مدیریتی (38/4)، بسترسازی فرهنگی (04/4)، عوامل اجرایی (35/2) و ساختار سازمانی (11/2)، به ترتیب بیشترین و کمترین تأثیر مدیریت مشارکتی موثر بر توسعه زیر ساخت‌های حمل و نقل درون شهری دارند.

نظام مدیریت مشارکتی به‌عنوان یکی از سبک‌های پویا در مدیریت، بر همکاری فکری و علمی کارکنان با سطوح مدیریتی تأکید دارد و موجب افزایش بهره‌وری، همفکری، مسئولیت‌پذیری و خودباوری در سازمان می‌شود. بسیاری از شرکت‌های موفق جهانی نیز دستاوردهای خود را مرهون این روش می‌دانند. در این پژوهش برای بررسی سؤال اول، از تحلیل عاملی اکتشافی استفاده شد که ۵ عامل اصلی شناسایی گردید: ساختار سازمانی، عوامل اجرایی، بسترسازی فرهنگی، عوامل مدیریتی و نگرش به مشارکت. این عوامل توانستند حدود ۶۳/۰۴ درصد از واریانس متغیرها را تبیین کنند که در میان آنها «نگرش به مشارکت» بیشترین اهمیت را داشت. یافته‌ها با نتایج پژوهش‌های پیشین همچون خیاطی مقدم و همکاران (۱۴۰۰)، رستمی و نعمتی (۱۴۰۰)، Moradi et al. (2018)  و نعیم‌پور؛ شاهین و حقوقی‌فرد (۱۳۹۸) همسو است.

به منظور بررسی سوال دوم پژوهش از رگرسیون چندگانه استفاده شد عوامل تأثیرگذار عواملی هستند که مقدار سطح معنی‌داری آنها کم تر از 05/0 است. عواملی که سطح معنی داری آنها بیشتر 05/0 است اصلا تاثیر ندارند. چون سطح معنی داری عوامل اجرایی 109/0= β ،نگرش به مشارکت178/0 = β،عوامل مدیریتی188/0 = β و بسترسازی فرهنگی 187/0 = βسطح معنی داری کم تر از 05/0 است. به عنوان عوامل تأثیرگذار شناخته شدند. بنابراین، این عوامل بر متغیر وابسته پژوهش تاثیر دارند. باتوجه به نتایج پژوهش ساختار سازمانی081/0- = βدر توسعه زیر ساخت‌های حمل و نقل درون شهری تاثیر گذار نمی‌باشد. مشخص شد میانگین میزان مدیریت مشارکتی بر توسعه زیر ساخت‌های حمل و نقل درون شهری در جامعه موردمطالعه برابر با 97/2 که در مقایسه با میانگین نظری 55/2 نمره قابل قبولی است، ولی می‌تواند افزایش یابد. این نتایج با یافته‌های پژوهش جهانی بهمنی (1400)، کرد رستمی و نعمتی (1400)، غفاری و فراهانی (1400)،مرادی و همکاران (1399)، آرتور (2019)، همگرا می‌باشد. اما با یافته‌های نعیم پور؛ شاهین و حقوقی فرد (139)، مونیکا و ویرا (2019) و کانتی و شارما (2019) هماهنگ و همسو نمی‌باشد. 

ژانگ و لی (2018) با توجه به نامطلوب بودن معیار مدیریتی حمل ونقل درون شهری نتیجه گرفتند که برنامه ریزان، سیاست گذاران و محققان شهری باید پیش از تصمیم گیری و اتخاذ سیاست‌های خود، توجه پایاپای به مدیریت شهری داشته باشند. ماکارووا و همکاران (2017) به این نتیجه رسیدند که برای رفع پیچیدگی سیستم حمل و نقل شهری و افزایش پایداری توسعه شهری لازم است که خطرات احتمالی به درستی شناسایی شده و برای رفع هر یک راهبردهای مناسب طراحی و اجرا گردند. درنتیجه مشاهده می‌شود که شناسایی، ارزیابی عواقب، روش‌های نفوذ خطرات و نیز توسعه استراتژیک و پایدار شهری نیازمند برنامه جامع و اثربخش مدیریت مشارکتی است.

معمولاً هر محققی برای شروع کار و ادامه کار پژوهشی خود با موانع و محدودیت‌هایی مواجه خواهد شد، که برخی از این محدودیت‌ها در اختیار محقق و برخی در اختیار او نیست که در تحقیق حاضر پژوهشگر بامحدودیت‌های زیرروبرو بوده است:

1- از جمله محدودیت‌های پژوهش حاضر تعداد زیاد سوالات پژوهش و خود گزارش دهی بودن این پرسشنامه هاست که محدودیت‌های خاص خود را به همراه دارد.

2- تمایل پاسخ دهندگان به انتخاب پاسخهای متوسط و نیز خطای سهل گیری آنها که از مشکلات تحقیقات پیمایشی است، احتمالاً به نحوی پاسخها را متأثر ساخته است که توجه به این مشکل نیز ضرورت دارد.

3- ابزار پژوهش که ممکن است درصورت استفاده ازابزارها ونمونه‌های دیگر نتایج تحت الشعاع قرارگیرد . صرف زمان زیاد جهت توجیه و تبیین موضوع تحقیق برای پاسخگویان به منظور ایجاد ادبیات مشترک بین محقق و ایشان که با استفاده از علوم رفتاری این کار به خوبی انجام شد.
