Abstract :
Introduction: Natural disasters and accidents, such as earthquakes, are unexpected and catastrophic events that cause great destruction, damages, destruction of houses and displacement of people. On the other hand, the most obvious and tangible aspect of the destruction in the disaster areas is the physical aspect and housing. Research aim: This research aims to examine the process of housing reconstruction after the November 2017 earthquake in Sarpol Zahab city and compile the challenges of providing permanent housing. Methodology: This research has been done through the study of existing conditions with qualitative and descriptive-analytical methods. In this research, in-depth interviews were used with officials and institutions related to reconstruction and residents of Sarpol Zahab city, as well as documents and documents, observation and photography, and spatial additions to the samples were used. The selection of the target population has been done in a purposeful way and with the snowball sampling method. For this purpose, 5 people have been selected from among the executors of the reconstruction and 5 people from the residents of Sar Pol Zahab city. For each of the selected groups, an interview consisting of 5 questions was arranged and the answers were presented in detail and classified. Studied Areas: The sample studied in this research is the earthquake affected areas of Sar Pol Zahab city in Kermanshah province in Iran. Results: Based on the results of organized interviews with people and executives, the measures and instructions effective on the process of housing reconstruction after the earthquake in order to reduce damages are: modification of the detailed plan, public participation, recycling of materials in the reconstruction after the earthquake, review of the role Insurance is in the compensation of damages and the necessity of planning and targeting. Also, on this basis, suggestions to improve economic, social and physical reconstruction after the accident, including; Presentation of software monitoring system, development along with modernization, use of new technologies and use of local workforce and job creation were presented. Conclusion: In general, it can be concluded that assigning specific tasks in post-disaster reconstruction to a certain management authority, in addition to solving the challenges raised by the people and residents, will lead to greater urban and neighborhood stability and as a result increase urban resilience in the face of It ends with accidents in housing reconstruction (both temporary and permanent) after the accident.
