Abstract :
Extended Abstract Introduction and Objectives: Considering the rapid developments in artificial intelligence and its widespread applications in various sectors, including public administration, the need to examine how this technology affects good governance and to increase social hope is felt more than ever. Good governance, as a system of managing and guiding society's affairs, requires innovative tools and processes that can respond to the diverse needs of citizens. It should be noted that artificial intelligence plays a central role in modernizing good governance and can help rulers with various capabilities such as analyzing large amounts of data, planning and making smart decisions, and automating processes. Artificial intelligence is rapidly changing governance and has great potential to improve citizens' quality of life. Among the benefits of artificial intelligence in good governance, we can mention increasing efficiency, creating transparency and accountability of the government, raising public trust and ultimately promoting social hope. Good governance relies on principles, such as transparency, accountability, public participation, and social justice. Artificial intelligence can strengthen public trust and increase social hope. In addition, good governance based on artificial intelligence can also lead to an increase in social hope. Social hope, as a positive feeling of citizens towards the future and their ability to achieve the desired goals, is considered an important component in improving the quality of life and prosperity of society. One of the most important concerns of rulers in the optimal use of artificial intelligence is maintaining the privacy and security of citizens' personal information. There is no doubt that the protection of citizens' data requires the determination of consistent ethical and legal criteria. One of the requirements of artificial intelligence implementation in government organizations is cultural and organizational changes. In the public sector, one of the obstacles to the success of this technology is resistance to changes, lack of knowledge, and lack of necessary skills. As a result, it can be said that the use of artificial intelligence in governance faces serious challenges in legal and ethical dimensions, and the absence of these laws and regulations leads to misuse of this technology and non-compliance with citizens' rights. Methodology: This research utilized a qualitative approach and the content analysis method. The statistical community includes experts, government managers, and artificial intelligence specialists. The participants have been selected purposefully and according to their experiences and specialized knowledge. Data were collected through semi-structured interviews with experts and also, experts in artificial intelligence and government managers in 1403. The main tool of data collection in this research was semi-structured interviews. First, To conduct all interviews, an interview guide was prepared, which included general and detailed questions about artificial intelligence and its role in the modernization of governance and activity in the field of information and communication technology in government institutions. These questions were designed in such a way that they can help to identify the different dimensions and components of these practices. The interviews were conducted by experienced researchers in conducting qualitative interviews and in compliance with ethical principles. The duration of each interview was between 50 and 60 minutes, and all interviews were recorded with the consent of the participants and then fully implemented. NVivo software was used to analyze the data obtained from the interviews. Results and discussion: In this research, five main dimensions were identified, which included increasing transparency and accountability, facilitating citizen participation, improving the provision of public services, predicting the management of challenges, and increasing the effectiveness of policymaking. Each of these items was divided into different components and concepts. Conclusion: The research results showed that artificial intelligence plays an important role in modernizing good governance and increasing social hope. By improving the transparency, accountability, and efficiency of government institutions through data analysis and the implementation of intelligent systems, artificial intelligence can strengthen public trust and enhance the quality of public services. Also, this technology helps increase social hope by facilitating citizen participation in decision-making processes. Funding: There is no funding support. Sponsor: There is no sponsorship.
