Abstract :

The objective of the present study was performed in order to investigate cross-correlation method. In this study, an attempt has been made to the original research questions to be answered. Participants in this study consisted of 693 members of staff are University of Science and Research.The data in this study, the researcher made questionnaire of 40 items formally confirmed the validity of ten university professors  And its reliability with respect to the five-option Likert scale used in this study was calculated using Cronbach's alpha 0.963. Statistical tests used in this study consisted of linear regression and structural equation modeling to provide a model to explain the linear model is verified. Regression results show that the first research question, Of the five highest impact factor in the management of public universities belonging to the beta component planning 0.689 And the highest impact of the three components of effective leadership in universities belonging to the Community Development component and component resources is with Beta 0.661. And among the highest multiplier effect of the component elements of leadership development, communication and management of performance-related variable component is planning.
