Transformationalism in Governance of the School of Shahid Raisi

Abstract :
In recent years, the policy literature in the Islamic Republic of Iran has entered a new phase with an increasing emphasis on the concept of “transformation” in governance. This transformation, in the thirteenth government under the leadership of Martyr Ayatollah Dr. Seyed Ebrahim Raeisi, has moved beyond general and theoretical concepts and reached the stage of executive implementation and structural redefinition.
The present study, using a qualitative approach and the method of thematic analysis, seeks to examine the intellectual, managerial, and strategic dimensions of the governance school of Martyr Raeisi and aims to identify and analyze the fundamental components of transformationalism within this framework.
The findings of the research indicate that the transformation-oriented approach in the thirteenth government has not been limited merely to structural changes, but has also focused on reconstructing governance attitudes, discourses, and behaviors. This approach can be traced in four main axes: first, justice-centeredness with an emphasis on the fair redistribution of resources and opportunities; second, institutionalization of public participation in decision-making processes; third, structural and systemic confrontation with administrative and economic corruption; and fourth, the establishment of self-reliant governance based on local capacities, advantages, and resources.
The school of Martyr Raeisi, by integrating religious discourse with contemporary executive requirements, seeks to present a model of governance that is not only rooted in the ideals of the Islamic Revolution but also possesses the capability to adapt to the complexities of the modern world.
The main innovation of this research lies in its emphasis on the connection between theory and practice within the discourse of transformation— a link that can serve as the foundation for the development of an indigenous model of efficient governance in Iran and other Islamic societies.
