Abstract :

The realization of an Islamic government as the third step in establishing a New Islamic Civilization requires effective models of management at the level of the Islamic Revolution. In this regard, Martyr Ayatollah Dr. Seyed Ebrahim Raisi, with his outstanding qualities, particularly during his key roles in the judiciary and presidency, has provided a noteworthy example of Islamic and revolutionary managerial conduct, which can serve as a model for future leaders. The aim of this research is to identify and explain the components of Martyr Raisi's managerial conduct from the perspective of the Supreme Leader, especially in the context of clarifying the criteria for an ideal manager in the Islamic government, which could be instrumental in achieving the long-term objectives of the Islamic Revolution. The research method is qualitative, with a content analysis approach. Data were collected from statements by the Supreme Leader regarding Martyr Raisi and analyzed through three stages of coding (basic, organizing, and overarching themes). The results showed that Martyr Raisi's managerial conduct can be categorized into two themes: "Personal Traits" and "Managerial Traits." The personal traits include being people-oriented, ethical, justice-centered, politically ascetic, and religiously committed. His managerial traits include rationality, transformational leadership, executive authority, order and discipline, revolutionary spirit, and a non-partisan approach. These traits are aligned with the criteria outlined by the Supreme Leader for an Islamic government and can serve as a practical roadmap for the realization of an Islamic government in the second phase of the Islamic Revolution. Additionally, Martyr Raisi's managerial conduct can form the basis for training future managers and can inspire future generations in the pursuit of the objectives of the Revolution and the New Islamic Civilization.
