Abstract :
Government as the executive branch, which implements national policies and programs, is always under people’s, and institutions narrow attentions. Especially in our country, in which Constitution of Islamic Republic has levied the responsibility of the execution of Constitution to the chief of government, the president. Now, it is worthwhile to ask, if the president, who is the chief cabinet, and the representative of the people too, can be accountable to his duties, and accepts responsibility against parliament and people. This is the theme of the present research. Here the accountability and responsiveness of the government is discussed from political, judicial, and administrative concerns. This research intends to discover the factors which hinder government accountability and responsiveness, through which the efficiency and effectiveness of government performances increases. The conclusion is that, government accountability and responsibility is conditioned delegation of power to the president in executive functions, which according to Constitution is levied to the leader. Nevertheless, some experts have suggested institutional amendments in constitution article.
