During the last three decades, a large number of developing countries have established “export processing zones”. The main goals of establishing these zones are to absorbe foreign direct investment and to promote manufacturing exports and, therefore, to increase the host country’s foreign exchange income. In this process, some countries e.g, China and South Korea, have succeded to absorbe considerable a mount of foreign exchange income and to expand their manufacturing exports. With regard to other countries experiences, our country Iran has also established three “export processing zones”, Gheshm, Kish and Chabahar. But the recent experiences of these zones show that they have not been able to absorbe adequate foreign direct investment. And as a result, they have not able to expand manufacturing exports. In this article, we first analyse the “import substitution industrialization” and its relation with “export processing zones”. In the second part, we consider the performance of export processing zones established in China and South Korea. In this part, we also analyse the performance of our three free trade- industrial zone. Finally, we offer some suggestions in order to improve the present situation of our three zones.
