The expediency council had not been foreseen in the ratified Constitution of November 1979. The formation of the expediency council which was proposed in the constitutional amendment and ratified by the Iranian nation in July 1989, was due to the differences of opinion between the Islamic Consultative Assembly and the Guardians council. These differences of opinion frequently raised some problems in the society during the 10 year of 1980 till 1990, which only had been resolved by the interference and guidances of the late Imam Khomeyni otherwise, the Legislative branch was faced with an unresolved obstacle in the approval of some laws. So, by using the Late Imam (Khomeyni) proposal and the approval of constitutional amendment council the expediency encompassed in the frame of constitution as an assembly in which the existing problems among the Islamic consultative Assembly and the Guardians council can be eliminated. Farthermore, some other duties added to it which made it as an important organization in the Islamic Republic of IRAN. This article has discussed and analysed the formation of the expediency council and its evolutionary process from the differences of views.
