This dissertation is to answer how effectiveness comes from the communication between leadership styles and organizational culture. In this research , first the researcher tests the western models to explain the relationship between these two variables. One of the first questions proposed was whethen the western model has the ability to determine the relationship between the two variables. If the answer is negative, what model can be the explositions for the relationship? Reports and statistics show that the results of the governing bodies in government organizations don’t have high-level efficiency. Day by day, as the people expect ions of the administrators become more and more, the complaints from the governing bodies increase. Economic violations, work inefficiencies, responsibility avoidance, and other insufficiencies responsibility avoidance and other insufficiencies of the public administration influenced the researcher to evaluate the components of the organizational culture and the usual styles of leadership.
