Abstract :
With the reverse migration of elites, it will be possible to transfer technical knowledge, increase investment and make maximum use of the elite potential of immigrants abroad. The purpose of research, study and foresight is the return and reverse migration of elites in Iran. The present research is based on the purpose of the applied type, in terms of strategy of the survey type, based on the data type, quantitative and in terms of nature, descriptive. The research area is the city of Tehran and with the cooperation of 252 experts as a statistical sample population. Data collection was done in two ways: library and field (conducting semi-structured interviews with experts by snowball method and electronic questionnaires with Delphi method). In data analysis and analysis, structural equation modeling analysis method and SPSS and Smart PLS software have been used. Research findings include eight components affecting reverse migration Elite is divided into two groups within the organization (headquarters and research) and outside the organization, and in terms of the most effective, including components 1- Creating a technology ecosystem 2- Creating an elite and merit-based administrative system 3- Strategy-Structure Learning organization culture 4- Efficient political-legal system 5- Attracting elites and foreign capital 6- Stable economic system and supporting national production 7- Creating e-government (mediating variable) 8- Conflict of interests (moderating variable) which are By implementing appropriate policies, a bright future for the return and reverse migration of elites can be envisioned.
