Evaluation and investigation of the factors affecting the methods of public-private partnership for financing the development of hospitals and medical service centers

Abstract :
Background and purpose: Economic growth and development of countries depends on various infrastructure and service projects. The limitation of government budgetary resources to finance hospital development projects, as well as the high financial demand in terms of investment in these projects, have prompted governments to use all their efforts for the active participation of the private sector and to create a suitable competitive environment for their activities. . Therefore, the main goal of the current research is to evaluate and examine the factors affecting the methods of public-private partnership in order to finance the development of hospitals and medical service centers in Kurdistan province. Conclusion: Aadoption of efficient monetary policies by the central bank, such as granting long-term loans, discounts on receiving fines for late installments; adopting a policy of stability and preventing any insecurity in economic policies; Avoiding the issuance of unnecessary resolutions; Strengthening financial institutions such as banks and capital insurance companies; providing the necessary economic and legal incentives; Creating the knowledge and skills of technical, financial and economic evaluation of projects in handing over to the private sector and providing incentives and legal policies to the private sector; Coherent planning for the foundation of public-private partnership and removing government restrictions, including cumbersome laws, is one of the effective solutions for the participation of the private sector in public-private partnership projects.
