Abstract :
Objective: This research aims to present a welfare model for Iran’s social security system through a comparative study with selected countries and an analysis of strategic success factors. Research Methodology: This study was conducted using a qualitative-quantitative comparative method. Iran’s social security system was compared with 6 selected countries, and then key factors were leveled and analyzed using Interpretive Structural Modeling and MICMAC analysis
Findings: The results showed that in the studied countries, social insurance is employment-based, and its financial resources rely on premiums and tax revenues. MICMAC analysis revealed that the three factors of “appropriate planning in health and treatment,” “economic components,” and “policy implementation” have the highest influence and dependence.
Originality/Scientific Value Added: The novelty of this research is the presentation of a structural model for optimizing Iran’s social security system, which, by relying on successful international experiences and a scientific analysis of the relationships between key components, provides a strategic roadmap for policymakers.
