Studying underdevelopment factors using the Delphi technique: A case study- Ardabil province

Abstract :

Introduction: In recent decades, development, as one of the most important global challenges, has always attracted the attention of politicians and socio-economic planners; in order to achieve sustainable development in the residential areas of countries, both urban and rural, it is necessary to understand the trends of past developments, analyze the current situation, and draw their desired space. In other words, understanding the environmental capabilities and the amount of services available in each region, and then determining the levels of development of these residential areas, is the first step in the planning and development process of these population areas.

Objective: The present study was written with the aim of determining the important and effective factors facing the underdevelopment of Ardabil province based on social, cultural, and economic indicators.

Methodology: This study is a descriptive-analytical study, although this study is an applied research based on its purpose, it is qualitative based on the method of data collection and the nature of the data. In order to collect information through interviews using the Delphi method, the main factors were identified. Therefore, the statistical population of the present study is 15 experts.

Conclusion: The results of the study indicate that factors such as lack of attention to the capabilities of the elite, limited job opportunities in the region, relative inattention to leisure time, lack of development thinking among residents, lack of continuity and necessity of continuous development activities and programs, and lack of a meritocracy system in terms of expertise received the highest scores and are the most important causes of underdevelopment in Ardabil province.
