Identifying the Components of Organizational Learning Culture in Educational Organizations (Case Study: University of Basra)

Abstract :
Organizational learning culture is recognized as a key factor in the development and advancement of educational institutions. In academic environments such as the University of Basra, this culture can facilitate the improvement of education quality, enhance academic productivity, and strengthen the capabilities of both staff and faculty members. Given the rapid transformations in knowledge and technology, a dynamic and continuous learning culture not only assists organizations in adapting to changes but also reinforces innovation and creativity at both individual and organizational levels.
The present study aimed to identify the components of organizational learning culture at the University of Basra using a grounded theory approach with qualitative methodology. Data were analyzed through multiple stages of open, axial, and selective coding based on the Strauss and Corbin model. Following the principle of theoretical saturation, semi-structured interviews were conducted with 18 knowledgeable experts in the field, selected through criterion-based purposive sampling. To validate the data, two methods were employed: review by two independent coders and evaluation by non-participating experts, along with member checking by returning to interviewees for verification.
The findings revealed that the organizational learning culture at the University of Basra comprises key components including individual and group learning, supportive leadership, knowledge sharing, learning reward systems, and flexible structures. By providing an in-depth understanding of stakeholders' experiences, this study proposes a practical framework for enhancing organizational learning in Iraqi higher education institutions.
