The model of institutional capacity building in the field of citizen participation policy in the field of environment: a new approach in the green management of environmental resources

Abstract :
The capacity of organizations in attracting citizens' participation in urban and environmental affairs has received special attention in recent years. Therefore, the current research sought to investigate and analyze the components of the institutional capacity building model in the field of citizen participation policy in the field of environment. For this purpose, qualitative research approach and research synthesis method were used to achieve the goal of the present research. The scope of the research is all the articles (190 articles) that have been presented in specialized and scientific databases in recent years about institutional capacity building and citizen participation policy in the field of environment and related concepts. The sample of the research is 25 articles, which were selected based on thematic monitoring, theoretical saturation of data and purposefully. The research data were collected from the qualitative analysis of the studied documents. By analyzing the data, indicators and components of the institutional capacity building model in the field of citizen participation policy in the field of environment in four selected codes and 11 axes of socio-economic components (including the identity of green citizenship, participatory-profitability of citizens, localization of capacities environmental-based institution), executive-functional components (including creating and strengthening environmental-based people's institutions, raising awareness and promoting environmental literacy, facilitating urban environmental access), managerial-organizational components (including networking between effective institutions, monitoring environmental partnership programs , drawing up the green strategic management plan), legal-legal components (including the determination of environmental norms, revision of laws and regulations of institutional participation) were organized.
