Designing a Process Model Achieving Human Resource Management With High Commitment in Government Organizations

Abstract :
The purpose of this study is to provide a suitable model for the achievement of Iranian government agencies to high-level human resources management, taking into account their specific characteristics, which will increase the commitment of employees to the organization and increase the efficiency and effectiveness of economic development and development. Most human resources are organized. In terms of purpose, research is applied and is descriptive-analytic in terms of collecting information. The research community of the expert group includes professors and managers of human resources management of Iranian governmental agencies. Data were collected using Likert scale five-point questionnaire and paired comparisons, which confirmed its validity and reliability. The model was designed with expert opinion in a fuzzy Delphi method. Fuzzy multi-criteria decision-making methods were used to analyze the data. Using fuzzy DMD method to determine the effectiveness and effectiveness of the research, it was shown that among the main criteria, "education" is the most influential factor in increasing the organization's commitment and commitment and "promoting social responsibility culture" among the main criteria. Which should be improved. Fuzzy network analysis and analysis process was used to determine the significance of HRM actions affecting high commitment, and its solution showed that "public interest" is of paramount importance in the high commitment. Finally, the findings of the ranking of high-profile features using gray-correlation analysis showed that "high organizational commitment" has the highest rank among the characteristics of commitment.
