Abstract :
Aging on the size and composition of the workforce has an important role in economic growth, impact. Countries with low or declining fertility rates, with very little increase or decrease labor supply face. Negative effects on economic growth may reduce the number of employees and the public welfare is at the macro level. . In the institutes level this object featuring itself in different area such as increasing insurance costs, absence from work place, increasing wage costs and also at growing disjoin rate and losing knowledge. In this paper we first survey workforce composition trend in Iran .then with surveying impacts of this object in institutes performance, the strategy map is drawn based on interpretive Structural Modeling (ISM) and a cognitive map of gray dynamic scorecard approach and express a strategic overview at organizations human resources focused on composition of the workforce. Results were analyzed with using Pajek software and FC mapper, then the key factors in strategic plan were identified based on centrality
