Abstract :

Today,a significant portionopublic servicesin thecountry are provided by government employees and public institutions; therefore,improving human resource performance in theseinstitutions can play a major role in enhancing service quality and increasing publicsatisfaction.This research aims to design acustomer-centric human resource management model with an emphasis on gaining the satisfactionof thenomadic community in Iran's Nomads Affairs OrganizationThis study is applied and developmental in purpose and mixed-method (qualitative-quantitative) in methodology.Inthe qualitative part,datawere collected through semi-structured interviews with 18 academic experts and human resource managersinIran's Nomads Affairs Organizationand were coded and analyzed using thematicanalysis.The result of this phase was the identification of64basic themes,9 organizing themes, and 2 overarching themes including"customer-oriented organizational direction"and"HR strategies, processes, and functions,"which were used to design the conceptual model. In the quantitative part of the research, the relationships between components were analyzed and stratified using interpretive structural modeling.The results of this analysis showed that customer-centric organizational strategyand customer-oriented organizational structure are among the fundamental and guiding factors that influence other human resource processes. Additionally, components such as customer-oriented culture and strengthening two-waycommunication channels play a key role in realizing the proposed model.Findings indicated that all designed components have significant and positive relationships with the goal of gaining the satisfaction of the nomadic community.The final model, by presenting a systemic, localized, and responsive framework,enables the improvement of human resource efficiency in public institutions and increases trust and satisfaction among the nomadic community.
