The model of foresight in the implementation of decision and policies

Abstract :

Abstract

The present research was conducted with the aim of determining the elements and components of prospective implementation and how those elements are related in the model designed for the effective implementation of decision and polices in the social security organization. This research is based on the paradigm of pragmatism and with inductive approach. A qualitive research design was used to achieve the goal. The community of participants includes managers of social security organization and implementers. Data collection was done by semi-structured interview method and sapling was done by targeted method and theoretical saturation was Achieved with 12 people.

Expert interviews were analyzed using the qualitative analysis method and Maxqda software. Based on this analysis, 3 comprehensive themes of foresight, foundational factors and executive factors, 11 organizing themes and 75 basic themes were obtained. The results showed managerial, technological, cultural and legal factors at the fourth level, and the factors of stakeholders and key players, the platform of proactive implementation of the policies and institutions involved at the third level, and the factors of monitoring and foresight and event detection at the second level are located which lead to the forecasting implementation of social security policies, scenario creation and control at level one
