The area of the study was Hamedan province with 9 townships that the necessary data and information were gathered using both a deep documentary review and an applied survey. TODIM software was applied to analyze the data. Also, in order to classify the collected data based on different region, GIS software used accordingly and at the end, using SWOT analytical some regional strategies for agricultural development of the study area were proposed. The main findings showed that there is obvious differentiation between 9 townships of the province based on agricultural indicators. In this case, based on the results obtained, Malayer Township (T=1) was identified the developed region and Famenin Township (T=0) as the poorest or undeveloped one. In this study, findings indicate that in undeveloped area, Defensive Approach as the Focal Approach or main approach in SWOT analysis. However, in developing area, the Revision Approach and in developed area Offensive Approach were recognized as suitable approach accordingly
