Abstract :
This study is an attempt to evaluate the implementation of the general developmental policies of the Islamic Republic of Iran in the field of health and treatment ratified by the national Parliament (Majlis) of this country. In the course of this study, an analysis of the Fourth National Development Plan of the Islamic Republic of Iran was conducted in order to achieve a reliable assessment model based on internationally accepted evaluation literature. To this mean, a pathological study of the development policies implementation in the course of Iran’s Fourth National Development Program (F.N.D.P.) was conducted. The efficiency rate of the implemented policies was classified and assessed according to the efficacy assessment criteria for the policy implementation especially the Matland’s synthesized ambiguity conflict model. Prior to this, the data collection procedure was performed through authoritative interviews and surveys. Te data collection was performed through survey and interviews with the expert active in the related fields. The findings of this research depict a vivid discrepancy between efficiency rates of different methods of implementation. Moreover, it is concluded that in order to achieve higher efficiency rates, allowance should be made for different criteria
