Abstract :

Background: Today, all thinkers and experts have come to the necessity of the existence of educational organizations and the priority of education over other social activities. In terms of words, education (capital) is a country and the reason for using this word is the great importance of education in the development and fundamental uplift of the country. Therefore, the correct implementation of education policies to achieve the set goals is very important. . Objective: The aim of this study was to design a model for implementing the policies of the Ministry of Education using interpretive structural modeling . . Methods: This research is a mixed method, based on qualitative and quantitative research and inductive deductive research. The statistical population of the study is the experts of the Ministry of Education who were selected as sample members using purposive sampling method based on the principle of theoretical adequacy. Data collection tools were in the qualitative part of the interview and in the quantitative part of the questionnaire whose validity and reliability were confirmed using CVR index and Kappa Cohen test and content validity and reliability of retest, respectively. Research data were analyzed using interpretive structural modeling . . Findings: The results of the research include identifying the factors affecting the implementation of the policies of the Ministry of Education and formulating a research model, the most important of which are: formulating sustainable policies according to the facts and appropriate to the time; Develop motivational policies and engage in stakeholder participation; Continuous assessment and evaluation; adequacy of resources and practical participation of all specialized and general sectors   Conclusion: The need to formulate sustainable policies in accordance with the facts, appropriate to the time and beneficiaries using technology can be considered as the most important factor in the optimal implementation of the policies of the Ministry of Education. .
