Abstract :

Urban development plans are prepared at different levels; Among these plans are the master plan (to guide the development of the city) and thematic plans (to solve specific issues and problems). The integration and synergy of urban development plans is considered as one of the requirements for the realization of integrated urban management. One of the problems facing urban management is the lack of integration between different levels of urban development plans. Qazvin City, like other cities in the country, is facing this challenge in the field of urban management integration. One of the thematic plans, which was prepared for Qazvin City with the aim of recreating worn-out fabric, is the worn-out fabric strategic plan. The main question of this research is to discover the integration or lack of integration of the strategic plan of the dilapidated tissues of Qazvin city with the comprehensive plan of Qazvin city. To know the difference or integration between the two comprehensive plans and the strategic plan of the dilapidated fabric of Qazvin city, it seeks to discover and examine the relationships between these two plans. For this purpose, these two plans have been evaluated in terms of integrated urban management indicators (management, performance, content). After reviewing and implementing these two plans, it was determined by the content analysis method that, 1- functional difference (due to the multiplicity of institutions and organizations in the matter of planning) 2- political difference (due to the existence of multiple administrative and governmental territories without a framework) 3- Territorial division (due to the non-compliance of the target areas of urban regeneration) is one of the harms of integration in those two plans.
