Examining the imbalance of the education index in the human development paradigm between the provinces of the country with A Focus on the Fifth Development Plan

Abstract :
Background: It defines the modern world in economic and cultural aspects. The human development index is formed as a part of growth based on the existence of factors, and an important factor of that index is the balance in its education as one of the predisposing conditions for development in any society. Goals: The purpose of this research is to explore the factors affecting the imbalance of the level of the education index and design the paradigm of the human development index among the provinces of the country. Method: Descriptive analysis - comparisons of education indicators and human development index in the provinces of the country and using the exploratory method, qualitative data obtained from interviews, using the given theory method based on and using the Maxqda software, analyzes and analyzes and to achieve the paradigm Failure. The balance of the human development index level of the coding’s was done. Key Findings: The research reveals the education index as a fundamental driver of human development and, ultimately, national progress. However, an imbalance in the distribution of the education index is observed across Iranian provinces. Five key factors are identified as underlying causes of this imbalance: -Educational Facilities. -Healthcare and Welfare Facilities. -Inadequate Planning. -Uneven Development. Recommendations: To address these challenges, the following measures are proposed: -Balanced Development of Educational Facilities. -Enhancement of Healthcare and Welfare Services. -Comprehensive and Structured Planning in Education. -Poverty Reduction. By implementing these measures, we can move towards equitable distribution of the education index across society, paving the way for achieving sustainable human development.
