Identifying and Ranking the Antecedents and Consequences of Structural Empowerment of Human Resource Using Mixed Approach (Case study: General Department of Education of Guilan Province)

Abstract :
Structural empowerment uses power and control structures optimally for employee productivity and promotability. The purpose of this study is to identify and rank the antecedents and consequences of structural empowerment of human resource of the General Department of Education of Guilan Province. In terms of applied purpose, this research is a descriptive survey in terms of how to collect information and in terms of typology of research is among the studies mixed with qualitative and quantitative approach in the deductive-inductive paradigm. The statistical population in the qualitative section of professors and knowledgeable experts in the field of public administration, human resource management and educational management was done 16 people. The statistical population in quantitative part is the middle and senior managers of the General Department of Education of Guilan Province, which was determined using the Convenience sampling method available at a sample size of 36 people. the qualitative data obtained from the interviews were performed using MaxQda2020 and the quantitative part analysis was performed using the fuzzy Delphi method. the antecedents and consequences of structural empowerment were identified in the form of 24 factors and then by extracting these factors, they were ranked through quantitative research. The results show that focusing on central issues, horizontal management and codified talent selection/identifying key roles are the most important antecedents for structural empowerment. improving the quality of working life, facilitating employee growth and developing dynamic capabilities are the most important consequences of structural empowerment.
