Human resource management measures of the country's health sector in the pre-health crisis

Abstract :
The main purpose of this study was to identify the strategic measures of human resource management in the health and medical care section in a health crisis situation and emphatically on Epidemic coronavirus. The study was considered in the time domain of 2020 and the spatial domain of all staff and managers of Iran University of Medical Sciences who have participated effectively in controlling the corona crisis (2019-2020). The research method was qualitative which was done based on Grounded theory method (without structure). Semi-structured interviews were used to collect data and snowball method was used for sampling. Finally, the data analysis method was performed using triple coding in MAXQDA software environment. The results showed that the strategic measures of human resource management measures in the health and medical care section before the health crisis can be considered in six functions. The six functions of the human resources unit of the health and medical care section before the health crisis are: Employee recruitment; Improving and educating employees ; Service compensation system; Employee relations; Employee maintenance; Separation of employees from the organization .
