Development of Human Resource Management Strategy of Electricity Distribution Company of Ardabil Province using the Strategic Reference Points Technique

Abstract :
Introduction: Human resource management strategy refers to a set of programs and actions designed and implemented to attract, develop, retain, and optimize human resources within an organization. A human resource management strategy can help the organization manage its workforce effectively and achieve its goals. This strategy should align with the overall objectives of the organization and contribute to improving performance and increasing productivity. Additionally, this strategy assists organizations in managing their human resources effectively, achieving long-term success, and taking essential actions to identify human resource needs based on organizational goals and anticipate future changes. Furthermore, having a strategy significantly contributes to creating a healthy and dynamic organizational culture and reducing turnover rates.
Methodology: The data collection tool in this study is a questionnaire that the first questionnaire is to analyze the current situation and the second questionnaire is the pairwise comparisons of research variables. At the inferential level, the analytical hierarchy (AHP) method is used using Expert Choice software.
Results and Discussion: The results obtained from the analysis of the data collected through the questionnaire indicated that the contractor strategy is the best strategy for the electricity company of Ardabil province in terms of optimizing human resources. Additionally, the findings from the research showed that the complexity of the type of work in the electricity company of the province, the need for autonomy for employees in organizational positions, the permanence of jobs for employees in organizational positions, and the usefulness and value of knowledge for the organization are the highest coefficients among the expected characteristics of employees.
