AbstractThe background of the recruiting phenomenon dates back to around 400 BC, but in theQajar era, according to reports, insurrection based on Baniki, which was not so old, wasnecessary; in this era, recruiting from the important components of social security of thepeople Iran was considered. Now, the basic question of the present research is the natureof the necessity of recruiting in Qajar era (Naseri period).The research hypothesis is that recruiting, when necessary, from the nation in order toprotect the borders and suppress the internal insurrections.In this research, the method of historical research (inductive) has been used, which seeksto explain the historical reasoning of the subject, observing the trusted and preserving ofscientific principles, and also with an objective look at the events and events of thehistorical documentary that are presented in the documents and historical sources.Findings of the research show that such cases as the theft and looting of property ofpeople and foreign nationals by soldiers, non-payment of soldiers' expenses andsubsistence in their lives, shortage of bread during 72 times of famine in the Naseri eraand 47 times of bread blooms, The rural and nomadic life, the influence of the readers inorder to recapture from the poor and poor, and the lack of codified law, have been themain obstacles to recruitment during the Nazarene period. Repelling rebellion andmaintaining internal security, coping with external invasion, removing and repairing theeffects of natural and abnormal natural disasters, preventing the spread of cholera andplague and repairing buildings and roads, the importance and necessity of recruiting inthe Nazarene era.Key Words: Difficulties, Necessity, Retirement, Qajar, Naseri.
