Relations between the military and the institution of the ministry in the Samanid period

Abstract :
The ministry was great importance during Samanid period. During this period, centers of power, except for Sultan, were under the authority of Ministry. One of the centers of power in Samanid period, which had fluid relations with the ministry, was generals.The power of sultan in Samanid period depended on the authority of sultan ,which was not a permanent process,but at the end settlement period,differences intensified to such an extent that It became one of the reasons for the weakness and fall of Samanid government.The present study, with a descriptive-analytical method, seeks to find roots of interaction factors between Ministry and General Staff in Samani period.Findings show that subversive role Sepahsalar in Samanid government structure caused problems in government.Their constant clashes with ministry attempt to oust Samanid princes, internal conflicts between the military and generals,their constant rivalry with ministers, and their tendency to rule Al-Buwayh all strengthened generals and reduced power of ministry in Samanid government. The results show that the beginning , relations between the generals and the ministers were good; From the time of Nasr ibn Ahmad until the end of the Samanids, tensions between ministers and generals increased, eventually leading to political instability and the fall of Samanids.
