Abstract :

To achieve their goals, organizations need to consider several factors, one of the most important of which is organizational participation. Isfahan Governorate, in line with its organizational mission, tries to provide quality services with a central program through encouraging increased participation of employees and taking advantage of their opinions and suggestions. Hence, the current research is aimed to present a model for increasing employee participation in Isfahan Governorate. To this end, 54 influencing factors regarding employee participation were extracted through the review of research literature. The intended research community consisted of all the employees and managers of Isfahan Governorate, and 21 senior managers of the organization who were recruited through convenience samling and their opinions were analyzed using the fuzzy Delphi method. The final factors were codyfied in 7 dimensions of leadership, job satisfaction, performance evaluation, clear goal setting and policy making, organizational culture, human resource measures and organizational structure. The conceptual model and the relationship of the factors were presented using the DEMATEL method. The conceptual model with the addition of employee participation as a dependent variable was quantitatively investigated using the structural equation modeling method. The results revealed that there is a positive significant relationship between leadership and human resources measures; leadership and organizational structure; organizational structure, goal-setting and policy-making; human resources measures and organizational culture; organizational culture and performance evaluation; goal-setting and policy-making component and performance evaluation; performance evaluation component and job satisfaction; and job satisfaction and employee participation.

1.       Introduction

In order to achieve their goals, organizations need to consider several factors, one of the most important of which is organizational participation. In line with its organizational mission, Isfahan Governorate also tries to provide quality services with a central program through encouraging increased the participation of employees and taking advantage of their opinions and suggestions.

 

2.       Literature Review

 Although not much time has passed since the emergence of the idea of participation in industrial and commercial property and management science, the results of the studies conducted in this field confirm that participation in both fields has been associated with success and has provided many benefits to all; however, the development and expansion of participation has not yet been achieved properly. A number of studies have been conducted regarding the factors, dimensions, indicators, and variables affecting employee participation. For example, Lee et al. (2023) in their study entitled “Organizational Image and Employee Engagement: Examining the Interrelationships between Interpreted External Image and Perceived Organizational Identity”, investigated the effect of organizational image on employee engagement, emphasizing the mediating and moderating role of identity and perceived organization and investigated the relationship between external mental image and employee participation. The results of the research showed that both image dimensions positively affect employee participation. Specifically, the findings showed that perceived attractive or positive organizational identity may act as a catalyst to enhance employee engagement even in the presence of a long-term negative external image for public organizations. Also, Vijesh et al. (2022), in a research titled “Factors Affecting the Participation of Virtual Employees in India during the Covid-19 Outbreak”, statistically evaluated the factors that can affect the level of employee participation. The collected data was related to 208 remote workers, collected through an online questionnaire. The results of the research showed that appropriate virtual tools, contact with the leaders of the organization, mental health examination and virtual training increase employee participation.

 

3.       Methodology 

The current mixed exploratory research, with a practical goal, was conducted in three phases: the first phase using the fuzzy Delphi method, the second phase using the Dimtel method and the third phase using structural equation modeling method. At first, to collect the qualitative research data, textual data and interviews were used and an open questionnaire was sent to the participants. Moreover, closed questionnaires were also used in the second and third parts of the research.

 

4.       Results 

The results revealed that there is a positive significant relationship between leadership and human resources measures; leadership and organizational structure; organizational structure, goal-setting and policy-making; human resources measures and organizational culture; organizational culture and performance evaluation; goal-setting and policy-making component and performance evaluation; performance evaluation component and job satisfaction; and job satisfaction and employee participation.

 

5.       Discussion

 The review of the related literature revealed that no research has been done in order to present a comprehensive model of organizational participation by combining the fuzzy Delphi approach and structural equation modeling. Hence, to fill this study gap to some extent, the present study wasconducted. Also, from a practical point of view, conducting this research can act as a guiding light for the senior managers of Isfahan Governorate by presenting a model for increasing employee participation in this organization and help them formulate appropriate strategies in the field of human resources.

Organizational climate informs the way management works and affects the sense of responsibility, increasing employee participation, performing tasks and achieving organizational goals. Ideally, when a person feels trusted in an organization, they will be more engaged, more productive, more loyal, and more confident. With empowerment, employees are motivated to use their abilities, skills and creativity at work, and hence, their participation in the organization will increase. Hence, the following are recommended: choosing the right style in leadership and management, clarifing the goals of the organization, appropriate organizational structure, creating a productive organizational culture and motivation to cultivate motivated forces, determinating performance evaluation indicators, increasing job satisfaction and training employees through creating innovative and constructive environments. Moreover, other organizations can take steps to improve their human resources by using the results and recommendations of this research. ارائۀ مدل و بررسی عوامل مؤثر بر مشارکت کارکنان در استانداری اصفهان با رویکرد دلفی فازی

چكيده

سازمان­ها به منظور دستيابي به اهداف خود، نيازمند عوامل متعددي مي­باشند كه يكي از مهم­ترين آنها، وجود مشاركت سازمانی است. استانداری اصفهان نیز در راستای انجام مأموریت سازمانی خود تلاش می­کند با برنامه محوری و جلب مشارکت کارکنان و بهره­گیری از نظرات و پیشنهادهای آنها نسبت به ارائۀ خدمات با کیفیت اقدام نماید. تحقیق حاضر با هدف ارائۀ مدل افزایش مشارکت کارکنان در استانداری اصفهان انجام گردیده و برای این منظور، 54 عامل تأثیرگذار بر مشارکت کارکنان از طریق بررسی ادبیات تحقیق استخراج شده است. جامعۀ تحقیق مورد نظر متشکل از کلیه کارکنان و مدیران استانداری اصفهان بوده و 21 نفر که عبارت از مدیران ارشد سازمان بودند، به عنوان نمونه در دسترس انتخاب شده و با استفاده از روش دلفی فازی، نظرات آنها مورد بررسی قرار گرفته است. عوامل نهایی با استفاده از کدگذاری در 7 بعد رهبری، رضایت شغلی، ارزیابی عملکرد، هدف­گذاری و سیاست­گذاری شفاف، فرهنگ سازمانی، اقدامات منابع انسانی و ساختار سازمانی طبقه­بندی شده‌اند و ارتباط آنها با استفاده از روش دیمتل، ترسیم و مدل مفهومی تحقیق ارائه شده که با استفاده از روش مدل‌سازی معادلات ساختاری به بررسی کمی مدل و فرضیات تحقیق با نظرسنجی از 82 نفر از کارشناسان پرداخته شده است. نتایج به دست آمده نشان می‌دهد که بین رهبری و اقدامات منابع انسانی؛ رهبری و ساختار سازمانی؛ ساختار سازمانی و هدف­گذاری و سیاست­گذاری؛ اقدامات منابع انسانی و فرهنگ سازمانی؛ فرهنگ سازمانی و ارزیابی عملکرد؛ هدف­گذاری و سیاست­گذاری و اریابی عملکرد؛ ارزیابی عملکرد و رضایت شغلی؛ رضایت شغلی و مشارکت کارکنان رابطه مثبت و معنی­داری وجود دارد.

مقدمه

سازمان­ها به عنوان بزرگ­ترین پدیده‌های اجتماعی در تمدن بشری هستند که در مسیر توسعه و پیشرفت محیط‌های اجتماعی نقش پررنگی بر عهده داشته­اند و با گذشت زمان، این نقش و وظیفه پررنگ­تر، تخصصی‌تر و محسوس‌تر گردیده است و این افراد هستند که گردانندگان این سازمان‌ها می‌باشند(زارعی ودیگران، 1395، 20-21). منابع انسانی هر سازمانی به دلیل بهره مندی از قدرت خلاقیت و نوآوری و اندیشه و تفکر مهم‌ترین دارایی هر سازمانی محسوب می‌گردند و هرگونه پیشرفت و بهبودی در سازمان، توسط این منبع مهم صورت می­پذیرد و استفادۀ همه جانبه و مؤثر از منابع انسانی، ضامن موفقیت و رشد هر سازمانی می‌باشد(عابدینی و گلشن، 1395، 96).

استفاده کارآمد و مؤثر از منابع انساني در جهت اهداف سازمان مي تواند از روش‌هاي مختلفي صورت پذیرد؛ بهره‌گیری از مشارکت کارکنان و مدیریت مشارکتی با استفاده از توان بالقوه افراد و به فعل رساندن آن يكي از اين روش‌هاست و البته می‌توان گفت مهمترين روش است(مولانگ، 2022: 88). برخی از صاحب‌نظران عرصۀ مدیریت، مانند لی پرستون و جیمز پست7 معتقدند که سه انقلاب در عرصۀ مدیریت اتفاق افتاده است؛ انقلاب اول، سلسله مراتب سازمانی و انقلاب دوم، جدایی مالکیت از مدیریت است و اکنون مشارکت به عنوان سومین و مهم‌ترین انقلاب در مدیریت مطرح شده است (رابینر8، 1399، 54).

محققان منابع انساني، علاقه زیادی به توانمندسازي، درگيرکردن کارکنان به کار، درگیرکردن کارکنان خط مقدم براي قدرت بخشي به مديران و سازمان­ها براي استفاده حداکثري از سرمايه انساني و دانش و تلاش آنها براي بهبود عملکردشان داشته­اند (ویکینسون و فای9، 2016، 76). از مکتب مدیریت علمی تیلورگرفته تا نهضت روابط انسانی و تئوري­هاي بعدی همگی در اين مسير حرکت کرده­اند و کوشش در راستای يافتن يک ساختار يکپارچۀ نهايي بوده که به عنوان راه حل برد برد براي مسائل اصلي سازمان مورد استفاده قرار گیرد. مديران دريافته­اند که چگونه از مشارکت دادن کارکنان خط مقدم به عنوان استراتژي اصلي براي افزايش بهره­وري استفاده کنند. به علاوه رقابت فشرده در بازارهای کالا و خدمات و سه دهه تغییرات مدیریتی برای کاهش سلسله مراتب سازمانی، جایگاه مشارکت را در مجموعه ابزارهای مدیریتی تضمین کرده است (ویکینسون و فای، 2016: 70). و در آینده، شبکه‌هایی که در آنها دانش و بصیرت انسان‌ها، هوش و نبوغ آنان، خلاقیت و نوآوری­هایشان با هم جمع شده است، جامعه انسانی را به پیش خواهد برد. بر اساس این شواهد، استقرار نظام مشارکتی سازمانی به عنوان الگوی نوین مدیریتی جهانی ضرورتی انکارناپذیر است و تحقق آن مستلزم بسترسازی و توجه به عوامل زمینه ساز و محرک مشارکت است (اسکات و چان10، 2004، 102). تحولات بنيادي و تغييرات سریع در ساختار نظام­هاي سياسي، اجتماعي و اقتصادي كشورهاي مختلف جهان و لزوم بهره‌مندي هرچه بيشتر از منابع مادي و معنوي موجود از یک سو و ضرورت هماهنگي با پيشرفت‌هاي روزافزون علم و فن از سوي دیگر، شرایطي را پدید آورده كه تحقق مشاركت در سطوح مختلف سازمان به عنوان یكي از راهبردهاي مدیریت نوین مورد توجه قرار گيرد. نقد و بررسي نظام‌هاي مدیریتي سنتي سبب شد راهبردهاي عملكردي سازمان­ها به سمت انجام كارهاي گروهي گرایش یابند (هانایشا11، 2016، 63).

هرچند از ظهور اندیشۀ مشارکت در مالکیت صنعتی و بازرگانی و علم مدیریت، زمان زیادی نمی‌گذرد ولی نتایج مطالعات انجام شده در این حوزه مؤید این است که مشارکت در هر دو زمینه با موفقیت همراه بوده و مزایای همگاني زیادی فراهم آورده است. اما توسعه و گسترش پديدۀ مشارکت هنوز به شکل  شایسته­ای صورت نگرفته است. در خصوص عوامل، ابعاد، شاخص­ها و متغیرهای تأثیرگذار بر مشارکت کارکنان تحقیقات فراوانی انجام شده است؛ به طور مثال، لی12 و همکاران (2023) در مطالعه‌ای با عنوان تصویر سازمانی و تعامل کارکنان: بررسی روابط متقابل بین تصویر خارجی تعبیر شده و هویت سازمانی درک شده تأثیر تصویر سازمانی را بر مشارکت کارکنان، با تأکید بر نقش میانجی و تعدیل‌کنندۀ هویت سازمانی درک شده و بین تصویر ذهنی خارجی و مشارکت کارکنان بررسی کرده‌اند؛ نتایج تحقیق نشان داده که هر دو بعد تصویر به طور مثبت بر مشارکت کارکنان تأثیر می‌گذارند. بویژه، یافته ها نشان داده‌اند که هویت سازمانی درک شده جذاب یا مثبت ممکن است به عنوان یک کاتالیزور برای تقویت تعامل کارکنان حتی در حضور یک تصویر خارجی منفی طولانی مدت برای سازمان­های عمومی عمل کند. همچنین، ویجش13 و همکاران (2022)، در تحقیقی با عنوان عوامل مؤثر بر مشارکت کارکنان مجازی در هند در دوره شیوع بیماری کووید19، به بررسی و ارزیابی آماری عواملی پرداخته‌اند که می­توانند بر سطح مشارکت کارکنان تأثیر بگذارند؛ داده­های جمع آوری شده در‌مورد 208 کارمند دورکار بوده که با پرسشنامه آنلاین جمع­آوری شده‌اند. نتایج حاصل از تحقیق نشان داده که ابزارهای مجازی مناسب، تماس با رهبران سازمان، بررسی سلامت روان و آموزش مجازی، باعث افزایش مشارکت کارکنان می­شود.  علاوه بر این، ووهلگموس14 و همکاران (2019) دو تعریف از مشارکت کارکنان ارائۀ کرده­اند: یکی مشارکت کارکنان به عنوان یک ساختار چند وجهی (شناخت، احساسات و رفتارها) و دیگری به عنوان یک ساختار واحد (یک حالت مثبت ذهنی، یک تمایل اختصاصی، برعکس فرسودگی شغلی). همچنین بر اساس پژوهش­های پیشین، عوامل مؤثر بر مشارکت کارکنان را نیز به سه دستۀ عوامل سازمانی (سبک مدیریت، پاداش شغلی و غیره)، عوامل شغلی (محیط کار، ویژگی­های شغل و غیره) و عوامل فردی (انرژی فیزیکی، خودآگاهی و غیره) تقسیم کرده‌اند. از سوی دیگر، موتیکا15  (2018) در مطالعه­ای به تأثیر تاب‌آوری بر خلاقیت با نقش میانجی مشارکت کارکنان پرداخته است. این پژوهش از نوع مطالعات کمی و به لحاظ هدف، کاربردی است. جامعه آماری مطالعه وی شامل کلیه کارکنان شرکت توزیع نیروی برق تبریز بوده است. همچنین، گردآوری داده‌ها از طریق پرسشنامه و به وسیله نظرات کارکنان این شرکت انجام گرفته است؛ نتایج نشان می‌دهد که تاب‌آوری کارکنان به صورت مستقیم بر مشارکت و خلاقیت کارکنان تأثیر دارد. همچنین، مشارکت کارکنان به صورت مثبت بر خلاقیت کارکنان تأثیر دارد. از سوی دیگر، نتیجۀ نقش میانجی مشارکت کارکنان در رابطه بین تاب‌آوری کارکنان و خلاقیت کارکنان، معنادار بوده است. نتایج این مطالعه نشان می‌دهد که وجود سطوح بالای تاب‌آوری کارکنان شرکت برق، می‌تواند در بهبود خلاقیت کارکنان نقش کلیدی ارائه کند. از سوی دیگر، مدیران باید بدانند که نقش با اهمیت مشارکت کارکنان می‌تواند این اثر را به نحو مطلوبی کنترل و تقویت کند. در تحقیقات داخلی نیز، حامدی و همکاران (1401) به بررسی و تعیین نقـش میانجـی مشـارکت شـغلی در رابطـه بیـن صفـات شـخصیت و عملکـرد شـغلی در کارکنـان آمـوزش و پـروش، ناجـا و شـهرداری تهـران پرداخته و به این نتیجه رسیده‌اند که با توجه به ارتباط مستقیم بین مسئولیت پذیری، برون گرایـی و مشـارکت شـغلی بـا عملکـرد شـغلی کارکنـان، باید بـه نقـش ایـن متغیرهـا بـرای افزایـش عملکـرد شـغلی کارکنـان توجه کنند و تمهیداتـی را بـرای افزایـش مشـارکت شـغلی و مسـئولیت پذیـری بـه عمـل آورنـد .همچنین، کریمی و همکاران (1400) با بررسی 384 نفر از کارکنان مراکز فنی و حرفه ای کشور  به این نتیجه رسیده‌اند که سلامت سازمانی و سلامت روان بر میزان مشارکت و تعهد و انگیزه پیشرفت کارکنان تاثیرگذار است؛ به عبارتی، تلاش جهت بهبود سلامت سازمانی و سلامت روان، سبب تاثیرگذاری بر مشارکت، تعهد  و انگیزه پیشرفت کارکنان می گردد. علاوه براین، سمندی (1399) معتقد است که پیشبرد نوآوری از طریق مشارکت کارکنان با نقش میانجی رهبری چندگانه در شیوه­های نوآوری کارمند محور کارکنان تأثیرگذار نیست. در صورتی که به طور جزئی پیشبرد نوآوری از طریق مشارکت کارکنان و رهبری چندگانه از طریق مشاکت کارکنان آموزش و پرورش شاهین­شهر تأثیر معنی­داری دارد. اما بین رهبری چندگانه و پیشبرد نوآوری در کارکنان آموزش و پرورش شاهین­شهر تأثیر معنی­داری ندارد. یوسفی (1398) نیز در تحقیق خود به این نتیجه رسیده که مشارکت کارکنان به طور مثبت با قابلیت‌های پویا در یک شرکت مرتبط است. علاوه بر این، مدیران می­توانند مشارکت کارکنان را از طریق اعتماد و کنترل غیررسمی زیردستان تسهیل کنند. یافته‌های تحقیق همچنین رابطه مثبتی بین کنترل غیررسمی و قابلیت‌های پویا را نشان می‌دهد و به مشارکت کارکنان به‌عنوان میانجی در رابطه بین اعتماد و قابلیت‌های پویا اشاره می‌کند.

با توجه به بررسی پژوهش­های پیشین، این تحقیق به دنبال طراحی و ارائۀ مدل افزایش مشارکت کارکنان در استانداری اصفهان است که در این راستا، شناسایی ابعاد و مؤلفه‌های مؤثر بر افزایش مشارکت کارکنان استانداری اصفهان و تعیین میزان اثرگذاری مؤلفه‌های مدل بر افزایش مشارکت کارکنان استانداری اصفهان، مورد توجه می­باشد؛ با توجه به این توضیحات، انجام تحقیق حاضر هم از لحاظ نظری و هم از لحاظ عملی دارای اهمیت و ضرورت است؛ از لحاظ نظری با توجه به بررسی پیشینه­های پژوهش پژوهشی که در راستای ارائۀ مدل جامع مشارکت سازمانی با تلفیق رویکرد دلفی فازی و مدل‌سازی معادلات ساختاری باشد، صورت نگرفته است؛ بنابراین یک خلأ مطالعاتی مشهود در این زمینه وجود داشته که انجام این تحقیق می‌تواند تا حدود زیادی به پر شدن این خلأ کمک نماید. همچنین، از لحاظ عملی نیز، انجام این تحقیق می‌تواند از طریق ارائۀ مدل افزایش مشارکت کارکنان در استانداری اصفهان، به عنوان چراغ راهنما برای مدیران ارشد این سازمان‌ عمل کرده و در تدوین استراتژی­های مناسب حوزه منابع انسانی به آنها کمک نماید. همچنین سایر سازمان­ها می­توانند با استفاده از نتایج و پیشنهادهای این پژوهش، در راستای ارتقای نیروی انسانی خود گام بردارند. همچنین، با توجه به اینکه ارج نهادن به ارزش­های انسانی و کمک گرفتن از افراد مرتبط با سازمان و رسیدن به هدف­های از پیش تعیین شده به کمک افراد، از اهداف استانداری اصفهان می­باشد و در دستور کار این سازمان قرار گرفته است و مورد توجه استاندار نیز می­باشد.

ابزار و روش 

پژوهش حاضر از حیث هدف، کاربردی و در حیطه تحقیقات آمیختۀ اکتشافی قرار دارد؛ در این پژوهش خبرگان شامل 21 نفر از مدیران ارشد و میانی استانداری اصفهان با سابقه کار بیش­تر از 10 سال با تحصیلات حداقل کارشناسی ارشد و آشنا با موضوع تحقیق، در نظر گرفته شدند.

در مرحله دوم نیز خبرگان به پرسشنامه دیمتل پاسخ دادند؛ حجم نمونۀ لازم برای روش حداقل مربعات جزئی16 با استفاده از روش تحلیل توان در سطح اطمینان ۹۵% با ضریب تشخیص ۲۵% در جدول 1 ارائه شده است. این جدول بیش از همۀ روش‌های دیگر مورد استفاده پژوهشگران قرار می گیرد.

بر این اساس تعداد نمونۀ تحقیق حاضر بر اساس قاعدۀ 10 و جدول کوهن 80 نفر تخمین زده شده است. با توجه به اینکه این امکان وجود دارد تعدادی از پاسخ­ها برگردانده نشوند، حدود 95 پرسشنامه توزیع شد که در نهایت 82 پرسشنامه کامل دریافت و از داده­های آنها استفاده شد. در ابتدا جهت جمع­آوری داده‌های پژوهش کیفی از داده‌های متنی و مصاحبه و ارسال پرسشنامۀ باز برای مشارکت کنندگان در تحقیق استفاده شد. در بخش دوم و سوم پژوهش نیز از پرسشنامۀ بسته استفاده شده است.

 

یافته­ها

مرحله اول تحقیق: دلفی فازی

در مرحله اول، بر اساس مرور گسترده، عوامل اثرگذار بر مشارکت کارکنان شناسایی شد و در این بخش، 54 عامل به عنوان شاخص­های مستخرج از ادبیات پژوهش ارائه شده­ که این شاخص­ها با نظر خبرگان مورد غربالگری قرار گرفتند (جدول شماره 2). در مـورد ایـن عوامـل از خبرگـان اجرایی در استانداری اصفهان نظرخواهی به عمل آمد. در پرسشنامۀ اول، از شرکت­کنندگان خواسته شد تا  متغیرهایی را تأیید، اضافه و یا حذف کنند. این مرحله به مرحله طوفان فکری در روش کلاسیک دلفی اشاره دارد که در این مرحله تعداد 11 متغیر توسط خبرگان حذف شدند.

در گام بعد به منظور بررسی میزان توافق بین خبرگان، پرسشنامۀ مرحله اول بعد از اعمال تغییرات لازم به همراه میانگین نظرات خبرگان براي اعضا پانل خبرگان ارسال و از آنها درخواست شد تا در رابطه با موارد باقی مانده پاسخ­ها را مرور نموده و در صورت نیاز در نظرات و قضاوت­هاي خود تجدید نظر کنند که در این مرحله نیز تعداد 5 متغیر دیگر حذف شدند و مجددا پرسشنامه برای دور سوم اصلاح و ارسال شد. برای این منظور از خبرگان خواسته شد با استفاده از اعداد جدول 3 به هر یک از متغیرها امتیاز بدهند.

نتایج حاصل از تجمیع نظرات خبرگان در جدول 4 نشان داده شده است. پس از تجمیع فازی دیدگاه خبرگان باید به فازی­زدایی مقادیر به دست آمده پرداخت. یکی از روش­های ساده برای فازی‌زدائی میانگین اعداد فازی مثلثی به صورت رابطه (2) است:

مقادیرimg0  تفاوت چندانی باهم ندارند و همواره عددی نزدیک به M هستند. منظور از M میانگین حاصل از تجمیع مقادیر محتمل m از اعداد فازی مثلثی مختلف است. با وجود این، مقدار قطعی بزرگترین img0  محاسبه شده در نظر گرفته می­شود. پس از انتخاب روش مناسب و فازی­زدایی مقادیر برای غربال آیتم­ها باید یک آستانه تحمل در نظر گرفت. مقدار آستانۀ تحمل براساس دیدگاه پژوهشگر از پژوهشی به پژوهش دیگر می­تواند متفاوت باشد؛ اگر مقدار قطعی حاصل از فازی­زدایی دیدگاه تجمیع شده خبرگان، بزرگتر از آستانه تحمل باشد شاخص مورد نظر تأیید می­شود و اگر این مقدار کوچکتر از آستانه تحمل باشد شاخص مورد نظر حذف می­شود؛ در تحقیق حاضر مقدار 6/0 در نظر گرفته شده است و تأیید و غربالگري عوامـل از طریـق مقایسـه مقـدار ارزش اکتسـابی هـر شاخص با مقدار آستانه 6/0 صورت پذیرفت که نتایج آن در جدول شماره 4 نشان داده شده است.

مرحله دوم تحقیق: تشخیص روابط بین متغیرها بر اساس روش دیمتل

نوع رابطۀ علت و معلولی متغیرها با استفاده از تکنیک دیمتل که از کاربردی­ترین روش­های مسائل تصمیم­گیری است تعیین شد. برای اجرای تکنیک دیمتل و فرمول­های ریاضی آن، از نرم­افزار اکسل به شرح زیر استفاده شد:

برای تشکیل ماتریس روابط مستقیم (M)، ماتریسی 7*7 طراحی شد و در اختیار 5 نفر از خبرگان قرار گرفت. مقیاس داده‌ها که نشان‌دهندۀ میزان تأثیر دو­به­دوی عوامل بر یکدیگر بود (میزان تأثیر یا نفوذ عامل i بر عامل j) بر اساس اصطلاحات زبانی مطابق جدول 5، تعریف شد. تخصیص اصطلاحات زبانی، مقایسه زوجی و ماتریس روابط مستقیم مطابق جدول­های 6، 7 و 8 به­دست آمد.

در مرحلۀ پایانی تکنیک دیمتل، نمودار علّی که نشان‌دهندۀ عوامل تأثیرگذار یا تأثیرپذیر است، تهیه و بدین ترتیب مدل مفهومی پژوهش طراحی شد (شکل شماره 1).

مرحلۀ سوم تحقیق: ارزیابی کمی مدل با رویکرد مدل‌سازی معادلات ساختاری

همانطور که از هدف تحقیق مشخص است در مرحلۀ سوم، پرسشنامه شامل دو بخش است: در بخش اول گویه‌ها و عوامل مؤثر بر افزایش مشارکت کارکنان مورد سؤال قرار خواهد گرفت و در بخش دوم سؤالاتی در مورد میزان مشارکت کارکنان با استفاده از عوامل استخراج شده در سازمان برای سنجش متغیر مشارکت کارکنان به عنوان متغیر وابسته مطرح خواهد شد. از این رو، متغیر مشارکت کارکنان به عنوان متغیر وابسته به مدل مفهومی تحقیق اضافه گردید (شکل 2). به خاطر محدودیت­های پژوهش از جمله روش مورد استفاده یعنی روش مدل‌سازی معادلات ساختاری (نمودار مسیر/مدل ساختاری به عنوان هسته اصلی در روش مدل‌سازی معادلات ساختاری)، امکان بررسی تأثیرات متقابل عوامل با همدیگر مقدور نیست. با این توضیحات الگوی مفهومی پژوهش حاضر متشكل از هشت فرضیه در قالب شکل 2 تدوین شد. روش مدل‌سازی معادلات ساختاری با رویکرد حداقل مربعات جزئی از دو مرحله اصلی تشکیل شده است: 1- بررسی برازش مدل مفهومی 2- آزمون روابط میان سازه‌ها.

 

 

برازش مدل مفهومی

در روش مدل‌سازی معادلات ساختاری بررسی برازش مدل مفهومی، در سه بخش انجام می‌شود، 1- بررسی برازش مدل اندازه‌گیری 2- بررسی مدل ساختاری 3- بررسی مدل کلی، که در ادامه به بررسی هر کدام از این موارد پرداخته می­شود.

برازش مدل اندازه‌گیری 

یک مدل اندازه‌گیری مربوط به بخشی از مدل کلی می‌شود که دربرگیرنده یک متغیر به همراه سؤالات مربوط به آن متغیر است؛ در مدل مربوط به تحقیق همانطور که در شکل 2 آمده است، 8 مدل اندازه‌گیری مربوط به 8 متغیر اصلی پرسشنامه وجود دارد. در بخش بررسی مدل اندازه‌گیری به بررسی پایایی شاخص، روایی همگرا و روایی واگرا پرداخته می­شود. در بررسی پایایی شاخص به بررسی ضرایب بارهای عاملی، ضرایب آلفای کرونباخ و پایایی ترکیبی و برای روایی همگرا به بررسی متوسط اشتراک34 پرداخته می­شود.

ضرایب بار عاملی

بار عاملی یا لامیدا در حقیقت یک ضریب همبستگی بین متغیرهای مکنون و متغیرهای آشکار در یک مدل اندازه گیری است. این ضریب تعیین می­کند که متغیر مکنون چقدر از واریانس متغیرهای آشکار را تبیین می­کند و از آن جا که یک ضریب همبستگی است باید از نظر آماری معنادار باشد. حال گاهی اوقات به سؤالات متعددی برخورد می­کنیم که کمتر از 0.4 بوده و نمی­توانیم که همه آنها را حذف کنیم. شکل 3 نتایج مدل را پس از حذف سؤالات با مقدار کمتر از 4/0 نشان می­دهد. همانطور که ملاحظه می­شود تمام سؤال­ها بارهای معنی­داری روی سازه­های تحقیق دارند و مورد تأیید قرار گرفتند.

برای بررسی روایی و پایایی، از سه معیار آلفای کرونباخ35، پایایی ترکیبی36، روایی همگرا (AVE) و روایی واگرا استفاده شده است؛ مقدار آلفای کرونباخ بالاتر از 7/0 (کانو و آزوما37، 2003، 145) نشانگر پایایی قابل قبول می‌باشد. چن و چانگ (2013، 533) نیز مقدار 4/. به بالا را برای AVE  کافی دانسته‌اند. پایایی ترکیبی توسط ورتس و همکاران38 (1974، 14) معرفی شده و در صورتی‌که مقدار CR برای هر سازه بالای 7/0 شود، نشان از پایداری مناسب برای مدل‌های اندازه‌گیری دارد (نونالی39، 1978، 113) که مقادیر مربوط به هر متغیر در جدول 8 نشان داده شده است. فورنل و لاکر (1981، 10)، برای بررسی روایی واگرا ماتریسی را پیشنهاد می‌دهند که تنها تفاوت آن با ماتریس بالا این است که قطر اصلی این ماتریس حاوی جذر مقادیر AVE مربوط به هریک از 7 متغیر می‌باشد که در جدول شماره 9 نشان داده شده است.

همان­طور که در جدول بالا مشاهده می‌شود مقادیر Q2 برای متغیرهای درون­زا در حد متوسط می‌باشد، بنابراین با توجه به مقادیر Q2 مدل ساختاری پژوهش از لحاظ میزان پیش بینی و تبیین سازه های وابسته مورد تأیید قرار می‌گیرد. همچنین، معیار R2 ارتباط بین مقدار واریانس شرح داده شده یک متغیر پنهان را با مقدار کل واریانس، سنجش می‌نماید که در تحقیق حاضر از میزان مطلوبی برخوردار می­باشد.

آزمون روابط میان متغیرها

پس از بررسی برازش مدل‌های اندازه‌گیری، مدل ساختاری و مدل کلی، می‌توان به بررسی و آزمون فرضیه‌های پژوهش پرداخت. در این مرحله ضریب اثرگذاری هر متغیر و معناداربودن این ضریب مورد بررسی قرار می‌گیرد. بر اساس مدل پیشنهادی تحقیق می­توان فرضیات زیر را در نظر گرفت که نتایج بررسی فرضیات نیز در جدول 11 ارائه شده است.

یافته­ها

تحقیق حاضر با هدف ایجاد مدل افزایش مشارکت کارکنان در استانداری اصفهان انجام شده است؛ بر اساس نتایج به دست آمده در تحقیق می­توان نتیجه گرفت تلاش براي بهبود و استفادۀ مؤثر و كارآمد از منابع گوناگون؛ چون نيروي كار سرمايه، مواد، انرژي و اطلاعات، هدف تمامي مديران استانداری اصفهان مي­باشد؛ در این رابطه، ابتدا فرضیات تحقیق مورد تحلیل قرار گرفته است؛ بر اساس فرضیۀ اول، بین رهبری و اقدامات منابع انسانی رابطۀ مثبتی برقرار است؛ طبق نتایج به دست آمده، فرضیه فوق مورد تأیید قرار گرفت که با نتایج تحقیق (خیربخش و دیگران، 1394) نیز مطابقت دارد. یافته­های به‌دست آمده از تحقیق حاکی از وجود رابطۀ معنی­دار بین رهبری تحول­گرا و سرمایه انسانی و همچنین نشان دهندۀ رابطۀ معنی­دار بین انگیزش الهام‌بخش و ترغیب هوشمندی با سرمایه انسانی با توجه به اقدامات منابع انسانی می­باشد. از این رو مشخص می­گردد که سبک رهبري مدیران، یکی از عوامل مؤثر در افزایش روحیه، انگیزش، عملکرد، کارایی و اثربخشی و در نهایت بهره­وري و تمامی اقدامات منابع انسانی در سازمان‌هاست.

بر اساس فرضیه دوم، بین رهبری و ساختار سازمانی رابطه مثبتی وجود دارد؛ در واقع پیچیدگی های دنیای امروز باعث شده که سازمان­ها در زمینۀ رشد و تعالی با مشکلات بسیاری روبه­رو شوند. در این بین نقش سبک رهبری و ساختار سازمانی به عنوان دو عامل مهم تأثیرگذار بر مشارکت کارکنان حائز اهمیت بوده و بر بالندگی سازمان، افزایش کیفیت خدمات، موفقیت در رقابت، افزایش انگیزش کارکنان، رضایت شغلی و کاهش هزینه­ها تأثیر دارد و مشوق عملگرایی است (سینگ و دیگران، 2022، 15). علاوه بر این، ساختار سازمانی نامناسب موجب ناهماهنگی بین واحدها و کارکنان سازمان و در نتیجه مشارکت پایین آنان می­شود. ساختار سازمانی باید متناسب با راهبردهای سازمانی و نیازمندی فرآیندهای کاری طراحی شود تا به افزایش مشارکت کارکنان منجر شود (همان، ص10).

بر اساس فرضیۀ سوم نیز مشخص گردید که بین ساختار سازمانی و هدف­گذاری و سیاست­گذاری رابطۀ مثبتی وجود دارد. ساختار سازمانی مناسب و تراز كردن ساختار سازماني با اهداف و سیاست­گذاری­های سازمانی می­تواند بهترين پشتيباني را براي اجرای اهداف در بر داشته باشد و يك برنامه اوليه را براي گذار از وضعيت موجود به وضعيت مطلوب طرح­ريزي كند. نتیجه به دست آمده با نتایج تحقیق (اتابکی و سیفی، 2009، 13) نیز مطابقت دارد که بیانگر ارتباط بین ساختار سازمانی و هدف­گذاری­های سازمانی می­باشد.

 بر اساس فرضیه چهارم، بین اقدامات منابع انسانی و فرهنگ سازمانی رابطه مثبتی وجود دارد. نتایج پژوهش نشان دهنده آن است که مقصود از پیاده­سازی اقدامات مدیریت منابع انسانی، آموزش کارکنان در جهت ارتقای سطح توانایی­ها، مهارت­ها، دانش و ایجاد انگیزه به منظور به کار بردن آن مهارت­ها و توانایی­ها در راستای اهداف سازمانی می­باشد. این اقدامات آموزشی و تشویقی که توسط مدیران سطوح بالای سازمانی صورت می­پذیرند به مرور به جزئی از فرهنگ سازمان تبدیل خواهند شد که خروجی آن، کاهش ترک شغل، افزایش رضایت شغلی، افزایش بهره­وری سازمان و بهبود عملکرد خواهد بود؛ نتایج به دست آمده با نتایج تحقیق (سپهوند و مؤمنی، 1400، 120) و (رجبی­پور ودیگران، 1400، 185) نیز مطابقت دارد.

امروزه دغدغه اصلی سازما­ن­ها به­کارگیری هر چه بیشتر نیروی انسانی به عنوان مهم­ترین منابع سازمان در جهت اهداف سازمانی می­باشد یکی از مهم­ترین عوامل مؤثر بر عملکرد شغلی، فرهنگ سازمانی است؛ به طوری­ که صاحب‌نظران نسبت فرهنگ سازمانی به سازمان را همچون نسبت شخصیت به فرد می­دانند که نقش مهمی در شکل­گیری رفتار فردی و سازمانی دارد. که در فرضیه پنجم نیز این ارتباط تأیید شد؛ فرهنگ سازمانی از رشد فردی، ارتباطات باز، همکاری، مشارکت و پیروی از اهداف و احساسات شخصی درون پروژه­ها پشتیبانی می­کند (ملک­پور و دیگران، 1399، 472). لذا فرهنگ سازمانی می­تواند بر ارزیابی عملکرد در سازمان تأثیر گذار باشد و فرهنگی که پشتیبان روش­های ارزیابی عملکرد در سازمان باشد، پذیرش نتایج ارزیابی را ترویج کند و یا ارائۀ نتایج، ارزیابی عملکرد را تشویق کند، در سازمان ضروری و الزامی است که بنیانگذاران و مدیران ارشد، نقش اساسی در شکل­گیری و تثبیت فرهنگ ایفا ­کنند (نماریان و فیض الهی، 1394، 195).

 بر اساس فرضیه ششم، بین هدف­گذاری و سیاست­گذاری و ارزیابی عملکرد، رابطۀ مثبتی وجود دارد؛ در تفسیر این فرضیه می­توان بیان داشت که توجه به توسعۀ منابع انساني براي تجهيز هرچه توانمندتر کردن مـديران و کارکنان به عنوان ارزشمندترين سرمايه­هاي سازمان­ها که در دهه­هاي اخير مورد تأکيد شاخص اصلي تعالي سازماني قرار گرفته محـور توانـايي سـازمان­هـا در کلاس جهاني سازمان­هاي عصر حاضر تلقي مي­شود. یکی از مواردی که این مهم را امکان­پذیر می­سازد، هدف‌گذاری و سیاست­گذاری شفاف در سازمان و بر این اساس تدوین استراتژی­های کاربردی می­باشد. شفافیت در هدف­گذاری ­می­تواند اهداف، روش­ها و معیارهای ارزیابی عملکرد را برای کارکنان روشن ساخته و فرآیند ارزیابی عملکرد را تسهیل سازد (پیروندبوری و نوری، 1394، 15).  در صورت عدم شفافیت در اهداف و سیاست­های سازمانی، مدیر یا سرپرست ممکن است در ارزیابی عملکرد کارکنان دست به اغراق یا تغییر واقعیت بزند تا از مقابله­های احتمالی آنها با نظام کاری تحت امر خود بکاهد. در چنین مواردی است که نظام­ها و سیاست­های ارزیابی عملکرد به سادگی سطح تعهد، رضایت، مشارکت و تمایل به جستجوی جایگزین­های شغلی و ترک خدمت کارکنان را تحت تأثیر قرار می­دهند.

بر اساس فرضیه هفتم، بین ارزیابی عملکرد و رضایت شغلی رابطۀ مثبتی وجود دارد؛ در صـورتي رضـايت شـغلي منـابع انساني تأمين می­شود كه بين توقع و خواسته­هاي آنها و پاداش­هـاي كـاريشـان سـازگاري وجود داشته باشد که این مورد مستلزم شفافیت در فرآیند ارزیابی عملکرد می­باشد. انتظار می­رود کارکنانی که درک مثبتی نسبت به سیاست­های ارزیابی عملکرد دارند سطوح بالاتری از رضایت شغلی را نشان دهند. در نتیجه محققان نشان دادند که کارکنان با رضایت شغلی بالاتر تمایل کمتری به ترک شغل دارند در حالی که کارکنان با رضایت شغلی پایین­تر تمایل بیشتری به ترک شغل دارند. نتایج به دست آمده با توجه به تحقیق (همان، ص5) مورد تأیید قرار می­گیرد.

 بر اساس فرضیه هشتم، بین رضایت شغلی و مشارکت کارکنان رابطه مثبتی وجود دارد؛ مشارکت و رضایت شغلی، پیامدهای مهمی در سطح عملکرد و نگرش کارکنان دارد. از طریق ارتقای انگیزش و احساس تعلق به شغل و سازمان، منجر به افزایش رضایت شغلی و به تبع آن افزایش مشارکت سازمانی می­شود. نتایج به دست آمده با نتایج تحقیق (عظیم و همکاران، 1390) نیز مطابقت دارد.

به صورت کلی، جو سازماني از نحوۀ عملكرد مديريت خبر مي­دهد و بر ميزان احساس مسئوليت، افزايش مشاركت کارکنان، انجام وظايف و تحقق اهداف سازماني اثر مي­گذارد. وقتی کارمندان احساس مراقبت، تشویق و حمایت از سمت سازمان نمایند، تمایل بیشتری به مشارکت در امور سازمان و پذیرش وظایف چالش برانگیز خواهند داشت که این امر نشان­دهنده کیفیت رابطه کارکنان با سازمان است. همچنین در بخش مديريت استعداد، اين اطمينان به وجود مى­آید كه هر يك از كاركنان، با استعدادها و مهارت­هاى ويژه در شغل مناسب قرار گرفته­اند، همچنين مسير شغلى آن­ها شفاف است و به عنوان يك عامل تحريك فزاينده براى فرصت­هاى شغلى بهتر، درون و بيرون سازمانى عمل مى­كند كه اين­ها موجبات افزايش مشارکت در استانداری اصفهان را فراهم مى­آورد. در حالت ایده‌آل، هنگامی که فرد در یک سازمان احساس کند به او اعتماد شده است، مشارکت بیشتری خواهد داشت، مولدتر و وفادارتر خواهد بود و اعتماد به نفس بیشتری خواهد داشت. با توانمندسازی، کارکنان انگیزه می‌گیرند تا از توانایی‌ها، مهارت‌ها و خلاقیتشان در کار استفاده کنند و از این رو میزان مشارکت آنها نیز در سازمان افزایش خواهد یافت. از ديگر برنامه­هاي مشارکت کارکنان ايجاد محيط كاري به دور از تنش­هاي عصبي، ايجاد روابطي مبتني بر صميميت، اجازه ابراز عقيده به كاركنان، ارتباطات کاری و حمایت سازمانی درک شده مي­باشد. به طوركلي سازماني كه برنامه­هاي مشارکت کارکنان را دنبال مي­كند، افزايش و بهبود این موضوع را درون خود شاهد خواهد بود. در جامعۀ زیاده‌‌خواه و مصرف‌‌گرای امروز، پاداش‌‌های مالی می‌‌تواند معرفی برای میزان مشارکت کارمند در سازمان، در نظر گرفته شود اما پاداش‌‌های مالی آن‌‌چنان که در ابتدا به نظر می‌‌رسد مؤثر نیستند؛ لذا در بخش ارزیابی عملکرد، باید موارد به صورت دقیق مطرح و هر دو جنبه مادی و معنوی کار و کارکنان در نظر گرفته شود. علاوه بر این، ارائۀ بازخورد به کارکنان نیز می­تواند آنها را برای استمرار و افزایش مشارکت برانگیزاند. به صورت کلی، وقتی افراد از شرایط موجود خود خرسند نباشند طبیعتاً به نوعی در محل کارشان تغییراتی ایجاد خواهند کرد که معمولاً مدیران حتی متوجه آن نخواهند شد، البته این تغییرات در صورت نیاز به تأیید مدیران با پاسخ‌های متفاوتی از سوی آنان‏ مواجه می‏شود. ایده‏آل‏ترین وضعیت آن است که مدیران، زیردستان خود را ترغیب به عملی کردن عقایدشان نمایند. مدیر در این صورت از تلاش‏ها تقدیر به عمل آورده و یا به آن توجه نشان می‏دهد و این همان چیزی‏ است که مردم در زمان ارایۀ پیشنهاد توقع دارند.

از این رو پیشنهاداتی در خصوص افزایش مشارکت کارکنان ارائۀ می­گردد:

v       انتخاب سبک مناسب در رهبری و مدیریت مانند سبک رهبری تحول­گرا در زمان مورد نیاز برای تغییر و تشویق کارکنان به مشارکت در سازمان، بیشترین تأثیر را دارد.

v       برای عملیاتی کردن مشارکت کارکنان باید اهداف سازمان روشن باشد، تقسیم کار انجام شود، از مهارت و تجربه­های کارکنان به صورت مناسب استفاده شود، آموزش مناسب به کارکنان داده شود، امنیت شغلی وجود داشته باشد، جو اعتماد برقرار باشد وضعیت کاری و معشیتی کارکنان مطلوب باشد و کارکنان به بلوغ کاری و روانی رسیده باشند.

v       ساختار سازمانی مناسب همواره باید از دغدغه­های مدیران باشد؛ زیرا بخش مهمی از فعالیت­های مدیران معطوف به سازماندهی مناسب عواملی است که  مستلزم ایجاد ساختار سازمانی مناسب است؛ از جمله هدف­گذاری مناسب و مشارکت کارکنان.

v       با ایجاد فرهنگ سازمانی مولـد وایجاد انگیزه براي پرورش نیروهاي باانگیزه، کارکنان را به مشارکت در سازمان ترغیب کنند.

v       پرهیز از هرگونـه اقـدامات تفرقه­افکن و زمینه­ساز تبعیض و بی عدالتی در بین کارکنان.

v       مشخص کردن معیارهایی که نشان دهندۀ این باشد که کارکنان بر چه اساسی ارزیابی خواهند شد و نتیجه آن منجر به افزایش میزان مشارکت آنها در سازمان شود.

v       افزایش رضایت شغلی و تعلیم کارکنان از طریق ایجاد محیط­های خلّاق و سازنده، شرکت دادن کارکنان در حدّ معقول و مطلوب در تصمیم­گیری­های اداری و تولیدی و از این راه، وادار کردن افراد به تفکر و نوآوری.
