Designing a talent management model based on employee participation (Case of study: Qazvin Province Civil Registration Organization)

Abstract :
This research was conducted with the aim of designing a talent management model centered on employee participation in Qazvin Civil Registry Organization. research method in terms of goal; from the type of applied research, and in terms of the nature of the data; It was a quantitative research. First, by studying the theoretical literature, the effective factors on talent management centered on employee participation were identified and based on that, the conceptual model of the research was designed; Then, in order to evaluate it in the studied society, a hierarchical fuzzy inference system was designed. Based on the findings, the effective factors on talent management centered on employee participation in 3 dimensions (stimulators of social participation, stimuli of emotional participation and stimuli of intellectual participation), 8 components (freedom of expression and communication; organizational culture, reputation of the organization, quality of working life, leadership and management; technology and job design) and 47 indicators were identified. The proposed model was evaluated in order to evaluate the level of participation of employees in Qazvin civil registry organization, and its results indicate the performance of the presented fuzzy inference system. The results showed that prioritizing the drivers of participation in attracting talent, in order: emotional participation, intellectual participation, and social participation, and in talent development, in order: social participation, intellectual participation, and emotional participation, and in retaining talent, in order: emotional participation, intellectual participation and social participation.
