Abstract :
Abolhassan Ebtehaj is known as the mastermind of planning in Iran, the founder of the planning system in Iran and one of the most enthusiastic supporters of John Maynard Keynes. The purpose of the research is to explain the role of Ebtehaj in the formation of the program organization in Iran. This research is qualitative and has been done by document analysis. Documents are in the category of textual paradigms, which are an inseparable part of other systems and structures in the organization. In this way, they define the understanding of specific issues and describe various behaviors and ways of doing things. Therefore, the information that these documents provide to researchers is more comprehensive than the information that researchers obtain through interviews or questionnaires.. The results of the research showed: 1. The centrality of creating economic planning thinking at the governance level, 2. Preparing the first centralized organizations and thematic programs, and 3. Promoting the necessity of using foreign consulting companies and using international capacities, of the most important roles of Ebtehaj in forming the planning organization and creating planning thinking in Iran.
