A Model to Promote the Role of Vice-principals in Primary Schools to Educational Leadership in Mazandaran Province, Iran

The goal of the study is to propose a model for promoting the role of vice-principals in primary schools to educational leadership so that they can shift from non-educational tasks to education-based ones. A quantitative - qualitative research was applied using a descriptive survey method. The sample size included 610 principles, vice-principals and teachers selected by two-step stratified sampling. Mazandaran province was divided into three strata of eastern, central and western. Of each stratum some cities were selected. Then, these cities were divided into two or three strata. Of each stratum some schools were randomly selected. Their all principals, vice-principals and teachers were considered as samples. The proportionate assignment was applied to determine the sample size in each stratum. A two-part questionnaire was used to collect data on vice-principals duties. The first part included closed questions on the ideal and existing situations. The second part covered open questions. The Friedman test, and the analysis, classifying and quantifying of open questions determined the following cases in the model for vice-principals’ educational leadership: Creating awareness among principals, vice-principals and teachers on vice-principals’ tasks Preparing a job description with a focus on educational affairs and its enforcement Preparing short-term academic courses and trainings before taking the office Informing vice-principals of educational codes and regulations at the national and regional level Encouraging principals and vice-principals in team leadership and providing necessary trainings in this regard Appointing a person to help vice-principals Helping vice-principals to improve their livings Implementing the model and its components can promote vice-principals’ roles and measures to a higher level, which, in turn, leads to a better function of schools and education system in Iran.
