Providing a model for evaluating the performance of research organizations of research centers and research institutes of the Ministry of Science Research and Technology

Abstract :

Purpose: The present study is aimed at identifying the indicators and components of effectiveness in evaluating the performance of research organizations and presenting the evaluation model of these organizations. Method: This research is applied and, explored and mixed in terms of research method. Qualitative stage of inductive method and strategy of the grounded theory, and in the quantitative stage, the exploration and confirmation factor analysis, and the structural equation model was used. Findings: The results of the analysis of the findings that the performance evaluation of research organizations includes Evaluation of research organizations including two behavioral and structural dimensions, causes including design, execution, and evaluation, and human actors, foundations including two main components of national level, organizational level, implementation of research evaluation including two sub-components of micro level and macro level, intermediates including two components of organizational level and organization environment level, consequences at three individual, organizational and meta-organizational levels. Moreover, in the modeling of structural equations, emphasizing AMOS software, the proper fitting and confirmation of the research model were achieved. Conclusion: formulation and application of this model enable policymakers and key institutions such as the Ministry of Science Research and Technology, the Supreme Council of the Cultural Revolution, the Vice President of Science and Technology, who are responsible for monitoring and evaluating powers and duties, in addition to the managers of research organizations to consider improved policy guidelines and review measures and achieve all aspects of performance in terms of strengths and weaknesses of research organizations.
