Identifying the final and strategic drivers of tourism industry empowerment with sustainable development management approach in Mazandaran province

Abstract :
Background and Objective: Today, tourism is more than an industry as a dynamic global and social phenomenon, and advanced countries consider tourism to be the best way to enhance culture, create international understanding, and achieve abundant economic income. The current research was conducted with the aim of identifying the final and strategic drivers of tourism industry empowerment with sustainable development management in Mazandaran province.
Material and Methodology: Statistical society in the department of identification of final drivers, professors of public administration, tourism and urban management in higher education centers and senior managers of the Organization of Cultural Heritage, Handicrafts and Tourism of the country and in the department of identification of strategic drivers, faculty members and senior managers and the middle of the Organization of Cultural Heritage, Handicrafts and Tourism in Mazandaran Province. The sampling method is a targeted method for Delphi techniques and structural analysis, 20 people were selected in the Delphi stage and 25 people were selected in the structural analysis stage. The data in the identification section of the final drivers through the implementation of the Delphi technique with a semi-structured survey checklist (first round) and structured (second, third and fourth rounds) using SPSS software and in the identification section of the drivers A strategy was extracted and analyzed through the implementation of the mutual effects questionnaire using DEMATEL Solver software on the statistical sample. To determine the validity in the final and strategic drivers stage, the content of the survey checklist and the mutual effects questionnaire were approved by five academic and organizational experts in terms of comprehensibility, clarity and expressiveness, and to determine the reliability of the checklist, with the method in the retest, the correlation coefficient was calculated as 0.85 and in the mutual effects questionnaire, reliability was confirmed by the retest method as 0.83.
Findings: The results of the Delphi section indicated that the empowerment of the tourism industry with sustainable development management has five dimensions, namely human resources, interaction and participation of local communities, competitiveness, social improvement and cultural values in the form of 27 final drivers. According to the findings of the structural analysis section, "organizational commitment" as a strategic driver of the "human resources" dimension, "promotion of tourism culture" as a strategic driver of the "interaction and participation of local communities" dimension, "quality and quantity of accommodations" as a strategic driver. "Competitiveness" dimension, "social capital" as the strategic driver of the "social improvement" dimension and "regional customs" as the strategic driver of the "cultural values" dimension were determined.
Discussion and Conclusion: Empowering the tourism industry with a sustainable development approach will greatly reduce socio-cultural and environmental problems in addition to the existing economic problems in this industry.
