Abstract :

This research presents a framework of effective success factors to implement andoffer mobile government services in developing countries like Iran. Effective factorson success are criteria by which we can measure success of organization. Thisframework obtains its constituent factors by studying recent related authentic articlesabout models and frameworks of effective key success factors of electronicgovernment (e-government) and mobile government (m-government). Then aframework is established by using Meta-Synthesis method and frequency of thosefactors. Actually, in this framework, the factors are categorized into 6 groups;governmental, technical, organizational, social, cultural, and financial. Finally, thesefactors are ranked, using TOPSIS method. The purpose of this research is to define aframework of effective factors on success of mobile government services delivery inIran.
