Solutions for making religious institutions more efficient

Abstract :
In the structure of the Islamic Republic, there are institutions that are in charge of religion and receive part of their budget from the government. The main issue is through what solutions the efficiency of institutions can be improved in the sense of their efficiency and effectiveness. The data was obtained through interviews with the managers of these institutions. The method of the article is qualitative content analysis. The content analysis of the data after coding and categorization shows that the presented solutions are formulated in two general areas, structural and non-structural. Structural solutions are recommendations for reforming the structure of institutions regardless of human resources, and non-structural solutions are recommendations for human factors. The most important structural solutions are: merging institutions, maintaining their independence, managing human resources activities, division of labor between institutions, management reforms, supervision, reforming the process of dismissal and installation of human resources, increasing budget, interacting with institutions, providing output-oriented statistics and correcting legal challenges. . The most important non-structural solutions are: using expert staff, improving the knowledge level of the staff, ethical performance, avoiding material incentives, duty orientation, promoting religious concerns, benefiting from managers with a communication network, strict adherence to the statutes and acceptance of staff managers in the ranks. . In order to make religious institutions more efficient, structural reforms are a priority. The most important structural strategy to realize this goal is the establishment of the Supreme Council of Religious Governance.
