Information and Communication Technology as a Meso-Institution in Contemporary Iran: Redefining Institutional Power in the Network Society

Abstract :
This study examines the role of Information and Communication Technologies (ICTs) as a meso-level institution in redefining institutional power relations between the state and society in contemporary Iran (2001–2025). Addressing the existing gap in institutional literature on ICT in the Iranian context, the research seeks to demonstrate how these technologies have reconfigured the rules of the power game and reshaped the interaction between state and societal capacities.
Employing a qualitative, grounded theory approach, the study draws on data collected through in-depth interviews with elites, policy document analysis, and international ICT indicators. Findings reveal that ICT has functioned as a meso-institution, simultaneously activating state and societal capacities, and thus initiating an asymmetric and unstable redefinition of power. Three core mechanisms were identified in this process: visibility (enhanced transparency and symbolic pressure), networking and social mobilization (reduced organizational costs and strengthened collective agency), and control nodes (the preservation of institutional capacities to regulate information flows). The interaction among these mechanisms generates a fragile balance between state and society, exposing the underlying tensions of power redistribution.
By conceptualizing ICT as a meso-institution, this study contributes to the theoretical advancement of neo-institutionalism and the analysis of network societies. It also offers practical implications for enhancing institutional transparency, fostering sustainable digital participation, and promoting evidence-based policymaking—thereby laying the groundwork for comparative studies and more effective ICT governance in transitional contexts.
