The Structure-Agent Dichotomy in the Foreign Policy of the Islamic Republic of Iran: A Structural Analysis of the Interaction of the International Structure and the Domestic Political System

Abstract :

The present study aims to analyze the foreign policy of the Islamic Republic of Iran and seeks to answer the main question: How is the foreign policy of the Islamic Republic of Iran shaped within the framework of the mutual interaction between the international structure and the domestic political system? In this regard, by utilizing a structuralist approach and relying on qualitative analysis, an attempt has been made to go beyond the conventional dualism between structure and agent and to explain the dialectical interaction of these two levels of analysis, especially in the context of post-revolutionary Iran. The research hypothesis is based on the fact that the foreign policy of the Islamic Republic of Iran is not a mere product of the pressures of the international structure nor does it arise solely from the will of domestic agents, but rather is the result of the interaction between these two levels in the context of identities, discourses, and political institutions. The research findings show that the international structure, especially through the application of norms, threats, and opportunities, provides a general framework for Iran’s foreign action, but this framework is reinterpreted by domestic agents—influenced by political ideology, institutional rivalries, and endogenous power structures. For example, Iran’s foreign policy has changed over time, especially in its relations with the United States and Europe, in ways that cannot be explained without a simultaneous understanding of the international structure and developments within the domestic political system. .
