Analysis of the Effects of Social Housing Allocation (Rent-to-Own) on Empowering Low-Income Groups in Zanjan City

Abstract :
Introduction: Social housing, as an effective solution to poverty reduction and empowerment of low-income families, especially in the form of rent-to-own, not only allows families to live in a stable and safe environment, but also gives them the opportunity to gradually acquire ownership of their housing by paying reasonable installments, and to be free from the heavy financial burden of purchasing housing. The successful implementation of this model requires cooperation between the government, the private sector, and non-governmental organizations to help empower poor families and improve their quality of life by creating appropriate conditions and providing financial resources.
Methodology: The present study, using a descriptive-analytical method, seeks to investigate and analyze the effects of the transfer of social housing (rent with ownership) on the empowerment of households covered by the Relief Committee and exiting the support cycle in the city of Zanjan. The statistical population also includes a group of experts with snowball sampling of 30 people. For data analysis, a single-sample T-test and path analysis method were used with the help of SPSS software.
Results: The research findings showed that the most influential indicators in the allocation of social housing (rent with ownership) in empowering households covered by the Relief Committee are "improving nutritional health by reducing living costs" and "increasing self-confidence with housing ownership" with an average of 3.97, "reducing housing costs" with an average of 3.93, and "increasing household purchasing power and improving nutrition" with an average of 3.90. According to the path analysis test, the components of security with a total effect of 0.815 and mental and physical health with a total effect of 0.734 have the greatest impact on empowering households covered by the Relief Committee and exiting the support cycle in Zanjan city.
Conclusion: Social housing, as a policy tool, can help reduce social and economic inequalities by creating a safe environment and ensuring mental and physical health, and it allows governments and social institutions, including the Imam Khomeini Relief Committee, to improve the living conditions of vulnerable groups by investing in housing infrastructure.
