The Foundations of Public Policy in the Islamic Republic of Iran in the Light of the Theory of Good Governance and the Model of Religious Governance

Abstract :

The mission of religion is to guide and manage individuals and societies in both theoretical and practical dimensions. Therefore, philosophy, political science, economics, and culture must be understood and implemented in a way that fulfills the aforementioned mission while also ensuring development and progress, social justice, and individual well-being for all members of society. Solely focusing on the theoretical dimension in rational and transmitted sciences, as well as in seminaries, universities, and Islamic research institutions, cannot alone achieve this mission. Hence, attention to the policymaking and practical aspects of religious teachings, and more broadly, "religious governance," is essential. The concept of "good governance" has attracted significant attention in social sciences over the past three decades. According to the latest definition by the World Bank, good governance refers to the adoption of transparent and predictable government policies. This institution, in a report, has addressed the impacts of poor governance on the economic growth of developing countries and identified weak implementation of good governance principles as one of the most significant obstacles to development in these nations. This research employs an "applied-descriptive and library-based" method and follows a "comparative analysis of variables" approach to answer the following question: In the realm of public policymaking in Iran, which model provides better conditions—the religious governance model or good governance (as defined globally)? The study aims to identify the strengths and weaknesses of both the religious governance model and the good governance model for application in policymaking within an Iranian-Islamic society. Consequently, based on the principle of localization in public policymaking and the research findings, the religious governance model is deemed more suitable for public policymaking in the Islamic Republic of Iran.
