Designing a model for improving the educational and training quality of regular public secondary schools in Mazandaran province

Abstract :

The quality of education and upbringing in schools is closely linked to the enhancement of educational and pedagogical standards. This study aimed to design a model for improving the educational and developmental quality of public secondary schools in Mazandaran Province using the grounded theory method. The research was qualitative and applied-developmental in nature. Participants included academic experts, school administrators, researchers, and education professionals. Through theoretical sampling, 23 individuals participated until data saturation was achieved.Data were analyzed through multiple rounds of interviews, leading to consensus on identifying the model’s key components. Using Strauss and Corbin’s systematic approach, six core elements were identified. In the open coding phase, 510 initial codes were extracted. In axial coding, these were grouped into 139 secondary concepts and 34 categories across four themes: drivers, barriers, motivators, and requirements. Finally, selective coding organized them into six structural components: causal conditions (6 categories), central phenomenon (3), strategies (3), contextual conditions (8), intervening conditions (7), and outcomes (7).The findings indicate that improving the quality of public secondary education in Mazandaran requires structural and managerial reforms, as well as the implementation of strategic plans at macro, meso, and micro levels. These efforts aim to enhance student performance, increase satisfaction among parents and educators, transform organizational curriculum content, and contribute to the development of a modern and dynamic society.
