Data-driven analysis for identifying factors enhancing human resource management to sustain employee performance in municipalities

Abstract :
The aim of this research is a data-driven analysis to identify the factors influencing the enhancement of human resource management to sustain employee performance in the municipalities of Shiraz. The research is applied and descriptive-survey in nature, utilizing questionnaires and the fuzzy Delphi technique for data collection. The statistical population included employees of Shiraz municipalities, and using Cochran's formula, a sample size of 47 participants was determined. The study was conducted in two phases: in the first phase, the factors influencing human resource management were identified based on expert opinions and the Delphi technique. In the second phase, the impact of these factors was examined through statistical analyses, including t-tests, correlation coefficients, and regression analysis.
The results revealed that factors such as emotional intelligence, managerial competence, leadership, organizational culture, adaptability, rewards, job security, career advancement, and job commitment have significant effects on enhancing human resource management and sustaining employee performance. The findings further indicate that leadership, organizational culture, and managerial competence have the greatest influence among the identified factors. This study confirms the importance of human resource management in maintaining employee performance and provides practical recommendations for improving this domain, which can be utilized in the planning and policymaking of municipalities
