Future research of sustainable development in metropolises areas with emphasis on spatial planning and passive defense criteria (case study: Tabriz metropolis)

Abstract :
Spatial planning is a regular and organized process for choosing the best methods in order to achieve sustainable development through the optimal allocation of functions in space and considering a whole complex (neighborhood, city and region). In spatial planning, using a forward-looking approach is one of the main assumptions, and in order to realize it, paying attention to safety and security indicators is an inevitable necessity. Considering the importance of considering security indicators and futurism in spatial planning, the aim of the present research is the futurism of the sustainable development of Tabriz metropolis with an emphasis on spatial planning and passive defense criteria. The research method in the current study is a combination of quantitative-qualitative approaches and with the nature of future research, in order to collect information, the Delphi technique of elites and city managers (30 experts in the field of crisis management) was used, and in order to analyze the information, the technique of cross-effects analysis was used in the MICMAC software. The findings of the research indicate that the greatest effect on the realization of the sustainable development of the Tabriz metropolis based on spatial planning and with an emphasis on passive defense related to the components of improving methods and actions based on modern science, the existence of a single and supra-organizational leadership center, the formation of coordination between organizations and reducing the functional differences are the existence of pre-defined and determined and flexible work methods according to future changes and emphasis on bottom-up planning in the crisis management system. On the other hand, considering the current situation and the lack of key and strategic components that are influential in the development of the system, the future of the sustainable development of Tabriz metropolis will be unstable based on spatial planning and with an emphasis on passive defense criteria.
