In this research, experts' questionnaire was used for weighting and prioritizing data. The results of this research show that the situation of West Azerbaijan province is inappropriate compared to other border provinces (with a land border) and in the two factors of development and regional competitiveness, and respectively, the provinces of East Azerbaijan, Kurdistan, Ardabil, Kermanshah and Ilam have received the most competitive advantage, Also, according to the results of the research, increasing the level of smuggling as an external factor affects the effective resources and abilities of this province. Cross-border spatial interactions that create economic, social, physical, technological, service and political links, and this type of spatial interaction can cause development in border areas and it is considered as an environmental potential for these regions, so that the province of West Azerbaijan can always benefit from this development capacity due to the existence of common borders with the neighboring countries of Turkey, Iraq and Azerbaijan.
