Evaluation and investigation of the factors affecting the methods of public-private partnership for financing the development of hospitals and medical service centers

Abstract :
Objective: This study aims to evaluate and identify the key factors affecting the success of Public-Private Partnership (PPP) methods for financing hospital and health center development projects in Kurdistan province.
Research Methodology: This applied, descriptive-mathematical study was conducted using the Delphi method with 20 expert managers from Kurdistan University of Medical Sciences (purposive sampling). Data were collected via a researcher-made questionnaire.
Findings: The results indicated that factors such as limited access to financial resources, inadequate pricing mechanisms, lack of integration in laws and regulations, and project size are among the most influential variables for the success of PPPs in the health sector.
Originality/Scientific Value Added: By identifying and analyzing the barriers and drivers of PPPs in the health sector of Kurdistan province, this research provides a localized assessment framework that can inform regional policymaking to facilitate private sector investment.
