Abstract :
Background: The new idea of the government as a platform that causes transformation in the provision of public services, improving quality and reducing costs, requires the collaboration of all actors in the field of providing public services to citizens. Of course, this collaboration is not always successful; Therefore, it is important to pay attention to the ability of organizations to enter, develop and maintain inter-organizational systems in order to obtain collective results as the capacity of inter-organizational collaboration. Purpose: The purpose of the research is to design an inter-organizational collaboration capacity model with government as a platform approach. Method: The current research has a qualitative approach with thematic analysis strategy. The tool for collecting information is conducting semi-structured interviews with experts in the field of public administration who were selected purposefully. Findings: five main themes (hard aspects of the organization, data and information, strategies, soft factors and infrastructures) were identified, and the soft factors, strategies and components of the hard aspects of the organization are the innovative aspects of this research. Conclusion: The designed model can be used as a tool for planning and developing the capacity of inter-organizational collaboration with the government as a platform approach, and it can improve the quality of providing services to citizens.
